**Organization & Department Overview**

The Operations and Technology Data Governance Office (O&T DGO) is critical to managing Citigroups businesses and to meet numerous regulatory and management reporting requirements. The O&T DGO partners with Citigroups Enterprise Chief Data Office, the Institutional Clients Group Federated Data Governance Officer, operations and technology, as well as Global Functions including Finance, Risk, and Compliance in an enterprise-wide data quality management discipline continuously striving to improve, monitor, measure, and control data quality.

The O&T DGO is responsible for data governance activities for their Business or Global Function on behalf of Senior Management. The O&T DGO is responsible for planning, implementation, communications, training, compliance monitoring, and establishing Citigroups Controlled Data Management Environment supporting our Enterprise Information Assets. The O&T DGO delivers project management, business analysis, and strategic planning services leading to improved controls and efficiencies in infrastructure and operational processes.

**Job description**

Ensure compliance with Citigroups Data Management Policy and Standards in this high visibility and impactful role that provides support for critical regulatory initiatives. Responsibilities include:

+ End-to-end management of Data Quality errors, working with the sectors and Finance & Risk partners to determine root cause, requirements, resolution, and validation

+ Prioritization of issue management & resolution items based on the Business Data quality reports and priority of the issues

+ Monitoring KPIs and metrics and driving continuous improvement initiatives to maintain effective Data Management controls

+ Identifying and establishing business definitions for Enterprise Information Assets that have a material impact on the Corporation and which must be available to be shared by multiple business processes and / or organizations within the Corporation

+ Establishing the organization, processes and systems sufficient to create and maintain Critical Data Elements which comprise the identified Enterprise Information Assets

+ Measuring and managing the quality of Critical Data Elements created and maintained by Data Producers and measure the quality of Information transformed and aggregated by Data Consumers

+ Ensuring establishment of the required processes, systems, and solution architectures that allow for streamlined access to, and sharing of data

+ Establishing requirements that align with external regulations or standards for the creation and maintenance of data by Data Producers and transformation of Data to Information by Data Consumers

+ Maintaining a framework of controls that support the effective and efficient Management of Data to Information by Data Consumers

+ Participating in the nomination and registration of approved and strategic trusted data sources

+ Participating in adoption and implementation of data management controls and reviews to attest to the effectiveness of the design and execution of these controls

+ Managing ad hoc requests, upcoming projects, status preparation and communications for deliverables

+ Managing and tracking O&T deliverables to ensure Citigroup regulatory requirements are met and comply with our regulators (e.g. FRBNY/FRS, OCC, etc.)

+ Preparing status reports for working group, steering committee and executives

+ Structuring processes to create and collect all Citigroup mandated project documentation and artifacts

+ Creating and managing the development of individual project artifacts including scoping documents, project plans, score cards, risk & issue trackers, business requirements documentation, functional requirements documentation, traceability matrices, test plans /scripts, RACI stakeholder models, and governance structures

+ Identifying key risks, whether stated or not, and manage to resolution or escalate accordingly

+ Delivering and maintaining a strong communication plan and artifacts among varied stakeholders (e.g. operations, technology, front office, compliance, legal, etc.)

+ Assisting in budget management and financial reporting

**Required Skills**

+ Bachelors Degree in Finance, Economics, Management Information Systems, Computer Science, or similar discipline

+ 3-10 years of demonstrated experience in a project or program management role in the successful implementation of projects (preferably large scale implementations), operational process change and improvement, preferably within capital markets operations

+ Working knowledge of securities and financial instruments

+ Strong experience in trade processing front-to-back, capital markets, operations, and support and control areas

+ Experienced in building project plans, sequencing deliverables, and issues management

+ Experienced in the Software Development Lifecycle (SDLC) including Waterfall and Agile methodologies

+ Experienced in business process reengineering and business modeling concepts, business systems development and analysis

+ Experienced in collecting, defining and documenting business and technology requirements, test plans and other project management artifacts

+ Experienced in consulting with project stakeholders and subject matter experts (SME), including the skills to facilitate compromises, resolve conflicting requirements, and manage competing priorities

+ Experienced in working across technology and business projects and managing inter-dependencies between them

+ Data Oriented with excellent attention to detail and strong data analysis skills

+ Must possess excellent oral and written communication skills and ability to facilitate discussions, and be assertive while promoting a collaborative and partnering environment

+ Ability to quickly grasp and master new concepts / requirements and related product / functional knowledge

+ Ability to work independently, multi-task, and take ownership of various parts of a project or initiative

+ Ability to give focused attention to details and deliver high quality work while managing competing priorities under pressure

+ Excellent analytical and problem solving skills

+ Advanced knowledge and proficiency of MS Office including Visio and Project

+ Strong teamwork skills with ability to work and partner globally across different geographic locations

**Preferred Skills**

+ Citigroup experience is a plus, with preference in Finance and Risk functions and systems as well as Markets and/or Banking


+ 6-10 years relevant experience

+ Demonstrated Data Analyst skillset

+ Advanced understanding of Project management methodologies and tools

+ Senior level experience in a related role.

+ Subject matter expert in at least one related area.

+ Ability to monitor tight deadlines or unexpected requirement changes


+ Bachelors/University degree or equivalent experience, potentially Masters degree
