**Team/Function Overview**

The Operations Regulatory Control (ORC) team is a centralized unit within ICG O&T that is responsible for management and oversight of a number of regulatory functions including high risk Regulatory Reporting to multiple EMEA regulators, Client Assets and Depositor Protection.

ORCs operating model is designed to ensure compliant regulatory reporting and adherence to regulator mandated controls and supervision

The team has three distinct functions; Regulatory Reporting, Change Management and Quality Assurance. Working in partnership across all three functions and engaging and collaborating with Technology, Compliance, Business and other Operational Team enables ORC to be the best for our clients.

This role is aligned to the Regulatory Reporting function, which are responsible for the following:

+ Generate and submit high risk regulatory reports

+ Establish controls for monitoring regulatory reports

+ Utilize exception management reporting to investigate, identify and track issues to resolution

+ Liaise with regulators

+ Provide transparency to senior management

+ Monthly governance / steering committees

**Role / Position Overview**

To support the Regulatory Reporting Change and Quality Assurance manager, providing Business Analysis expertise to the regulatory reporting Change and Quality Assurance function and processes including but not limited to the following activities:

+ Responsible for the production of high quality analysis and requirements to enable the delivery of the program of EMEA Regulatory change including Securities Financing Transaction Reporting, MiFID II Transaction Reporting and Client Assets reporting obligations

+ Partnering with Business, Change teams and Technology to ensure that risks arising from reporting observations are mitigated by identifying, analyzing, prioritizing, implementing and testing of technical fixes and enhancements

+ Partnering with internal stakeholders including Operations, Technology, Compliance, Internal Audit and the business and embed a best in class service to internal clients

+ Preparation and submission of relevant updates and MIS to numerous Committees, providing transparency of existing or emerging issues and progress on path to remediation.

**Key Responsibilities:**

+ Identify, prioritize and resolve regulatory reporting observations and issues, partnering with relevant internal stakeholders to mitigate risk;

+ Ownership and successful delivery of multiple projects across the ORC Change book of work and roadmap

+ Definition and implementation of enhanced tools and methods to enable continuous improvement across the Change and Quality Assurance function;

+ Support the EMEA ORC Change and Quality Assurance Team Manager by representing ORC at internal and external regulatory meetings and disseminate information to all ORC teams and relevant stakeholders;

+ Support internal reviews from Internal Audit and Compliance, understanding and challenging observations, agreeing remediation points and applying lessons learnt across other reporting;

+ Engage and participate in Market Regulatory forums and National Competent Authority notifications to ensure Citi are kept well informed and aware of all industry developments.

+ In depth industry experience with strong product, front to back and technical knowledge

+ Strong working knowledge of Transaction and Trade reporting regulations

+ Multiple examples of involvement in delivery of on time and on budget projects that achieve business case stated outcomes

+ Good stakeholder management experience, especially impactful communication and influencing

+ Team player who works well with colleagues of all levels in achieving value-added results;

+ Ability to build productive working relationships across Business Units, Operations departments, Internal Audit, and Compliance;

+ Ability to interpret and summarize key issues to senior management and other stakeholders;

+ Ability to consistently deliver work of a high standard whilst under pressure;

+ Understand impact of external factors (e.g. regulatory changes) on departmental strategy;


+ Self-starter, able to work on initiative and organize themselves well;

+ Strong upward and downward management skills to balance managerial requirements in a timely manner

+ Great communication skills - to be able to articulate issues and propose solutions effectively and succinctly

+ Good interpersonal communication skills which will be required for both internal and external business partners with an ability to communicate ideas at a high level for management and at the detailed level for change development

+ Pro-active, likely to instigate change;

+ Able to build effective working relationships quickly and maintain them;

+ Focused on providing a high standard of service to clients;

+ Great attention to detail;

+ Excellent written and oral communication skills;

+ GSCE A Level standard or equivalent

+ Good numeracy skills


+ Bachelors degree

+ Industry exams e.g. FSA module exams or a full affiliate status
