Vigilance Manager


Vigilance unit led by the Chief of Internal Vigilance (CIV) is a mandatory requirement as laid down by the Reserve Bank of India vide circular dated May 26, 2011. Citibank Indias Vigilance Unit presently comprises of the Chief of Internal Vigilance (CIV) and a Vigilance Manager.


An exhaustive description of the processes that the unit is responsible for is available in the Vigilance Policy and Process note document. An outline of the overall roles and responsibilities of the Vigilance Manager is outlined below.

+ Assist the CIV in his review of instances involving corruption, bribery, fraud and policy violations by internal employees referred by internal units (including VALLAR) and initiate or cause to be initiated independent Investigation of such matters. Policy violation instances may include but not be limited to Code of Conduct, Anti-Bribery and Corruption (AB&C), Citi Third Party Management Steering Committee (TPMSC), Employee lending and borrowing, etc.

+ Facilitate review of investigation progress, reports by CIV to ensure issuance in a timely manner. Provide fraud metrics and internal case tracker to CIV on a monthly basis.

+ Coordinate with Independent Compliance & Risk Management (ICRM) and Human Resources (HR) teams to obtain inputs relating to Mandatory Absence Policy (MAP) and Job Rotation Committee (JRC) meeting and provide significant updates on these matters to Chief Country Officer (CCO), Country Coordinating Committee (CCC) and Local Operations Committee (LOC).

+ Coordinate with Human Resources to obtain details for Country Disciplinary Committee (CDC) proceedings and consolidated update on the punitive/disciplinary actions taken/proposed in these meetings. Analyze the inputs received from HR on actions taken/proposed and assist CIV in providing suggestions or views, if any.

+ Support CIV in sensitizing all internal employees on reporting or escalating matters relating to wrongdoing, corruption and fraud.

+ Coordinate with the Investigation teams to receive updates and status on police complaints filed against internal employees in matters relating to fraud and other such wrongdoings and for external frauds.

+ Update CCO and CCC on matters relating to CDC actions, referrals from VALLAR and other internal investigation related information.

+ Coordinate with concerned business teams within the Bank to ensure that the guidelines laid down in the RBI Master Circular for Fraud Classification and Reporting are adhered to. Assess the submissions received from concerned teams and ensures that the final onward reporting of frauds is completed within the stipulated timelines.

+ Maintain close follow up with the respective business units to ensure that quarterly update and status on frauds reported is reported to the regulator, leading to the eventual closure of cases with requisite approvals. Facilitate in providing response to the queries raised by RBI pertaining to frauds reported.

+ Provide inputs relating to internal and external frauds reported to RBI, to the concerned compliance unit as part of RBIs Risk Based Supervision.

+ Coordinate with the Branch In-Business Controls (IBC) and Operations units to ensure that the guidelines stipulated in the RBI Master Circular for Detection and Impounding of Counterfeit Notes, relating to reporting of Forged Indian Currency Note (FICN) and functioning of the Fraud Note Vigilance Committee (FNVC) is adhered to. Ensure that these are reported to the regulator as per the guidelines.

+ Coordinate with concerned teams such as GCB Fraud Risk Management (FRM), ICG Operations and other units to collate inputs relating to Central Fraud Registry (CFR) and Central Payment Fraud Information Registry (CPFIR) and report to RBI.

+ Prepare and submit information related to internal, external frauds, Fake Indian Currency Notes (FICN) on National Crime Records Bureau (NCRB) and quarterly review of frauds to internal committees such as Local Operations Committee (LOC), Fraud Oversight Committee (FOC) and Forged Notes Vigilance Cell (FNVC).

+ Support CIV and coordinate with Independent Compliance & Risk Management (ICRM) to prepare meeting presentation with departmental heads of RBI (Senior Supervisory Manager (SSM)) or authorities as notified by RBI time to time and update the minutes of the meeting on Regulator Calling plan Share Point site.

+ Provide inputs relating to FICN and RBI fraud reporting to concurrent auditors. Coordinate with and provide inputs to Internal Audit (IA), Compliance Assurance unit and statutory audit during financial audits.

+ Provide updates on Vigilance activities described above to LOC and CCC on a quarterly basis.


+ Additional jobs and responsibilities as and when required by Citi and as and when assigned by his manager or his escalations.


+ Minimum College graduate from a reputed / recognized University.

+ Post-Graduation preferred.


+ Work experience of minimum 5 years with at least 2 years in similar operations.

+ Worked with the banking industry in the Investigation or Vigilance role.

+ In-depth knowledge of and experience in investigation of frauds, managing a team of investigators and reporting of frauds to RBI and law enforcement agencies.


+ Certified Fraud Examiner preferred.

+ Certified Anti-Money Laundering Specialist (CAMS) preferred.
