Our Chancellor's Office has an outstanding opportunity for a Vice Chancellor for Planning and Administration.

The Vice Chancellor for Planning and Administration (VCPA) reports to the Chancellor of the University of Washington Bothell. Together with the Chancellor and other Vice Chancellors, the VCPA serves as part of the senior leadership team for the campus. The VCPA is also a member of the Chancellors Leadership Council, the Chancellors Cabinet, and is a key partner with the other Vice Chancellors and the Chancellor in aligning institutional priorities with our strategic plan and managing institutional resources in support of them.

As a Vice Chancellor on one of three University of Washington campuses, this individual has primary responsibility for working in collaboration with counterparts on the other campuses and the central offices of the University. The UW Bothell campus is uniquely co-located with Cascadia College where partnerships on several business and administrative enterprises are coordinated or managed by the UW Bothell VCPA. The VCPA is responsible for negotiating, administering, and evaluating the service level agreements with Cascadia College.

The VCPA leads a high functioning senior management team that has responsibility for a vibrant, multi-unit organization that provides administrative services and business management support to the campus community. Planning and Administration at UW Bothell includes budget planning and management, fiscal (payroll, procurement, travel, supplier diversity) and auxiliary services (housing and food services), facilities services (including events, wetlands management, campus sustainability, campus safety, emergency preparedness and business resumption planning, environmental health and safety, motor pool and commuter services), capital projects, organizational excellence and human resources, physical planning, space planning and management, informational technology, and government and community relations. This position also sponsors organizational effectiveness initiatives to ensure that UW Bothell is an employer of choice for our exceptional employees and a great place to work.

The incumbent is responsible for advising the Chancellor on strategic, business, operational, administrative, and fiscal matters related to the facilities, programs, organizational excellence and human resources, and other activities. The VCPA oversees and coordinates all administrative and fiscal services and provides expert advice and counsel to the Chancellor on budget operations, general management, and policies and procedures as set by the University, the State, the campus and the various Federal and non-Federal funding agencies.

The VCPA interacts with a wide variety of internal and external constituents. One of the complexities of the position is its significant role in serving as liaison, negotiator, and representative on behalf of the Chancellor and UW Bothell in relationships with central University of Washington departments with regard to campus business matters and Cascadia College. The Vice Chancellor develops and presents items for consideration and approval before the University of Washington Board of Regents. The Vice Chancellor also serves on University-wide policy committees related to fiscal, compliance, and other matters. Success in this position requires the ability to foster and maintain effective working relationships that reflect an in depth understanding of the tri-campus university , the co-located community and technical college, and the importance of our surrounding community.

This position develops strategic long-range financial plans for the campus and leads UW Bothells budget-building process and financial management including revenue forecasting, coordination of budget requests and allocations based on enrollment targets and projections. The VCPA plans, manages, and oversees the activity for a growing number of budgets including a general operating budget of about $80 million per year (and over $120 million comprehensive budget). The VCPA leads development of UW Bothells annual budget narrative/financial modeling process.

The Vice Chancellor must demonstrate exceptional leadership skills in areas including leading and managing change, achieving results, process improvement, standardization, and using data to drive value-based decisions. The VCPA must also be highly collaborative, with a focus on excellence and improvement in customer service, a commitment to continuous improvement, and a commitment to diversity. The VCPA must work and communicate effectively with students, faculty and staff, engage with them regularly, and identify creative solutions to help solve problems. The VCPA is responsible for creating a supportive and welcoming work environment for all staff who report to this position.

o Bachelors Degree and 8-10 years of experience (or equivalent) overseeing a complex, multi-unit organization.
o Significant experience with university budgeting including activity-based and/or responsibility-centered budgeting.
o Demonstrated problem-solving skills and strategic visioning.
o Experience supervising administrative directors and staff in a collaborative team environment.
o Demonstrated ability to work effectively and develop and maintain excellent working relationships with faculty, staff, and students, in a multidisciplinary and diverse community.
o Demonstrated success advancing diversity, equity, and access initiatives.
o Exceptional communication and presentation skills and an ability to work independently and as part of a team.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

o An advanced degree in business administration, finance, public administration, or related field is strongly preferred.
o Senior administrative experience in a higher education setting.
o Understanding of capital projects financing and construction processes.
o Working knowledge/experience with plant operations and maintenance, auxiliary operations, organizational excellence and human resources, information technology, security and safety operations, and space planning.
o Experience with legislators and state/local government.
o Demonstrated experience with entrepreneurial or revenue-enhancing initiatives.

o Flexibility to work nights and weekends as needed.
o Ability to commute to the three campuses as needed
