 Utility Maintenance Engineering Unit (Position Code 0425)

 

Overview:
The Utility Maintenance Engineering Unit is looking for a dynamic Utility Maintenance Engineering Manager who has a passion for maintaining and extending the life of water supply infrastructure. The ideal candidate enjoys working with a diverse group of water professionals and is keenly interested in solving operations and maintenance problems. This position will direct, manage, supervise, coordinate, and approve the activities and operations of the Utility Maintenance Engineering Unit in the Water Utility Raw Water Operations and Maintenance Division. The position will oversee professional engineering services providing civil and mechanical engineering and corrosion control support related to the operation and maintenance of Water Utility facilities including large diameter pipelines, pumping plants, water treatment plants, and recycled water facilities. The position also provides support to capital projects and complex staff assistance to the Deputy Officer and Valley Water executive management. The position also supports emergency response planning, activation, mobilization, and recovery. 

Key Responsibilities include, but are not limited to:

  • Manage and lead civil engineering, mechanical engineering, and corrosion control operations and professional services and activities for Valley Water's water utility enterprise that includes 144 miles of large diameter raw and treated water pipelines, recycled water pipelines, tunnels, water treatment plants, pumping plants, and other major facilities.
  • Plan, direct, coordinate and review the work of civil engineering personnel, consultants and contractors. Assign work activities, projects and programs; review and evaluate work products, drawings, and reports; monitor personnel progress, create, review processes, methods and procedures; meet with assigned personnel to identify and resolve problems; write reports and assessments, perform field inspections, testing and analysis as appropriate. 
  • Performs and directs teams in conducting specialized field inspection and condition assessments for a variety of water utility assets. Documents condition, corrosion issues, end of life issues, and the necessity for maintenance and repair; researches and gathers engineering records and reports; conducts detailed field studies and forensic research on failures.

Ideal Experience:

  • 5 plus years of experience in combination of mechanical and civil engineering, including large pump and large diameter pipeline maintenance engineering.
  • Two years of direct supervisory experience.

Ideal Knowledge:

  • Pipeline and pre-stressed concrete pipe design, operations, maintenance, repair, and pipeline design standards.
  • Mechanical equipment design, operations, maintenance, repair, vibration analysis, and pump system design standards.
  • Knowledge of corrosion control principles and standards. 

Ideal Skills and Abilities:

  • Manage multiple utility maintenance and engineering operations, services, and projects including pipeline, pump, and other water utility infrastructure rehabilitation and maintenance, and corrosion control of pipelines and underground infrastructure.
  • Conduct complex pipeline and infrastructure monitoring and physical inspections.
  • Use condition assessment and corrosion monitoring tools.
  • Manage fast-paced emergency repair projects.
  • Effectively communicate (both verbal and written communication).
  • Lead or supervise staff.
  • Make presentations to the public, community, Board of Directors, stakeholders and/or a regulatory agency.
  • Negotiate, specifically the ability to resolve sensitive and controversial issues.
  • See the big picture, set priorities and exercise sound judgment while utilizing and leveraging both internal and external resources and maintaining effective working relationships.

Ideal Training and Education:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in civil or mechanical engineering.

Possess and maintain a valid license as a Professional Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
