Job Description

Yulista Tactical Services, LLC has an opening for a Site Manager (SM) supporting the US Army Operational Test Command (USAOTC) Test Technology Support Services (TTSS) contract at Fort Huachuca Arizona. The Site Manager is responsible for general supervision of all phases of site operations including, but not limited to performance, quality control, personnel management, and financial performance of projects.

Performs Program Manager functions in absence of Program Manager, including overall responsibility for supervision of all test activities and ensuring that all technical products (field test data, questionnaires, draft test reports, Test Incident Reports (TIR), test reports, test outlines, test plans, cost estimates, Standing Operation Procedures (SOPs) are of high quality, accurate, and meet timeliness requirements.
Primarily responsible for property/financial/contract/building management of activities at primary location.
Shall have full authority to act for the Contractor on all contractual matters relating to daily operation of the contract.
Acts as the senior company representative at Fort Huachuca, Arizona.
Manages and oversees tasks specified in the contract and executes task orders, technical directives, and contract modifications applicable to the program.
Supervises and manages personnel and subcontractor personnel assigned to the mission.
Ensures the project schedules are met, and products and services are provided in a timely and cost compliant manner.

This position has direct reports and supervisory responsibilities. This position supervises employees on a daily basis. The candidate should be well experienced in supervising, hiring, firing, training, planning, scheduling, controlling projects and managing personnel.

Job Requirements

Can identify and communicate risks, which include safety, technical, cost and schedule, and provide mitigation strategies.
Beginner to intermediate computer skills specifically using Microsoft Office Suite. Ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
Ability to enter data accurately into databases.
Ability to write routine reports and correspondence.
Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff.
Must possess effective communication skills to clearly communicate information to others.
Ability to use general office equipment such as phone, copier, scanner, printers, etc.
Ability to follow a process.
Strong professional customer service skills, including active listening, prompt service and follow-up.
Strong decision analysis and problem-solving skills; ability to draw conclusions and justify decisions.
Must be able to communicate issues to management.
Ability to perform basic mathematical computations.
High degree of self-motivation and the ability to work independently.
Ability to multi-task.

Masters degree in Systems Engineering
Minimum of Five years of experience with military systems
Minimum of Five years of experience in operational test and evaluation
Must have the ability to multi-task, prioritize responsibilities, and effectively manage personnel and resources
Must be a US Citizen
Must possess and maintain a current Top Secret Clearance
Must be able to communicate utilizing the English language
Ability to successfully pass a pre-employment physical and drug test.
In lieu of Masters degree in Systems Engineering, may have ten years of actual experience within a test organization at one of the U.S. Army Development Test Commands Test Centers, which provided comprehensive knowledge of DOD test, test management, and test documentation procedures and minimum of five years in supervising employees.
