Test Engineering Manager

We are currently seeking a Test Engineering Manager for our Philadelphia, PA location.

The Test Engineering Manager will have the opportunity to play a key role in developing innovative solutions to support L3Harris Maritime Power Systems.  In this role, the successful candidate will manage the Test Engineering department, ensuring that the goals of the department are met while meeting the budget and schedule of multiple programs by setting priorities for the Test Engineering lab.  The Test Engineer Manager will also be responsible for the creation, evaluation and execution of test procedures and test strategies for new and legacy products.  The Test Engineer Manager ensures that test procedures and final reports meet the high standards expected by our customers and is a critical resource in supporting the capture of new contracts.

Essential Functions:

  • Lead the Test Engineering Group and be responsible for the coordination and execution of tests across multiple programs. 
  • Demonstrated ability of leading test programs while adhering to schedule, budget, quality and safety.
  • Generate and present technical documents to support testing including test procedures and reports for internal and external customers.
  • Motivate and grow engineers to achieve high performance and engagement.
  • Provides supervision, support and guidance to Technicians.
  • Evaluate and analyze test results to determine if products meet specifications.
  • Responsible for developing the test strategies and adapting existing test equipment to support test requirements while seeking new and more efficient methods and procedures for testing.
  • Writing and contributing to technical proposals to support the company in capturing new contracts.
  • Ensure test equipment is maintained in good working condition and is being operated within safe and recommended ratings.
  • Ability to handle multiple tasks in a fast-paced, constantly changing environment.
  • Manage subcontractors and 3rd party test houses to ensure availability and meeting contractual obligations.
  • Preparation and submission of purchase requisitions for acquisition of test equipment or supplies.
  • Responsible for developing the Manpower forecast and ensuring resources are available to meet demand.
  • Occasional travel to support test setup and execution at external test facilities.

    Qualifications:

    • Bachelors or Masters Degree in Engineering or related field.
    • A minimum of 5+ years of managing or supervising in a test engineering lab.
    • Proven track record of managing in a fast changing environment.
    • Extensive knowledge and understanding of test equipment including Thermal Chambers, Oscilloscopes, Data Acquisition Recorders, Vibration Tables, EMI Chambers, and Shock Test Vehicles.
    • Working knowledge of Military Standards such as MIL-STD-167, MIL-S-901, MIL-STD-461, MIL-STD-202, and MIL-STD-810.
    • Understanding of digital and analog circuits.
    • Knowledge and experience with earned value.
    • Strong Technical Writing Skills.
    • Success in mentoring and growing subordinates.
    • Strong interpersonal and communication skills.
    • U.S. citizenship with the ability to obtain and maintain a Department of Defense (DoD) SECRET clearance.

      Preferred Additional Skills:

      • Bachelors in Electrical Engineering preferred.
      • Familiarity with manufacturing and laboratory environments.
      • Digital, magnetics and power conversion experience.
      • Electrically inclined and comfortable with occasional hands on work.
      • Experience working with Navy and Maritime customers.
