AT&T has an opening for a key personnel Technical Lead to support a government contract to perform the Information Technology (IT) Fit-Out of a new Consolidated Intelligence Center (CIC) at a U.S. Army base in Germany for a period of 12-18 months on-site.

Job Duties/Responsibilities:
  • Working closely with the Onsite AT&T Project Manager
  • Technical coordination of all field installation and testing activities
  • Alignment of installation and testing activities with all discipline schedules
  • Provides technical oversight and direction for the Integrated Product Team (IPT) leads for:
  • Electronic Security Systems (ESS) - the Intrusion Detection Systems (IDS) and Access Control Systems (ACS) for building physical security in accordance with ICD-705.
  • Passive Infrastructure (PI) complete installation of intra-building structured network cabling and IT equipment within the data center (DC), telecommunication rooms (TRs), and distribution to end-user office/conference spaces supporting Automated Information Systems (AIS)/voice, active infrastructure and audio/visual information systems.
  • Active Infrastructure (AI) Installation of government designed spine and leaf architectures, multi-Gigabit Ethernet switching, routing, QoS protocols, firewall policies, intrusion prevention/detection, as well as cyber-defense vulnerability detection, patching remediation, and artifact collection for Information Assurance (IA) accreditation per Remote Management Framework (RMF) guidelines.
  • Power Infrastructure installation of power components from all sub-distribution panels out to the DC, TRs, conference rooms, and user office spaces, as well as installation of Environmental Monitoring Systems (EVMS) and Data Center Infrastructure Management (DCIM) Systems.
  • AV/VTC and Signage - installation of building-wide Audio-Visual (AV) and Video Tele-Conferencing (VTC) systems, and electronic signage for displaying or projecting various digital streams and presets.
  • Telephony installation of equipment, components and ancillary equipment required to support VoIP and analog phones.
  • Desktop Integration includes power installation, network connectivity, VoIP phones to individual work stations of networked and standalone CPUs at various classifications, networked laptops, computer monitors, mouse devices, keyboards, Keyboard, Video, Mouse (KVM) switches, speakers/headphone listening devices, Common Access Card (CAC) media readers, telephones and other voice communications devices, desktop VTC Units, Multi-Function Devices for print/copy, plotters, shredders, and miscellaneous devices
  • Ensuring the entire workforce complies with all jobsite safety requirements and quality standards
  • Liaison between the Project Management and Installation team leaders
  • Chairmanship of the Systems Engineering Integration Team (SEIT)
  • Executive interaction with government personnel onsite, and represents AT&T technical and programmatic position when interfacing with higher echelon uniformed Military and Government Senior Executive Customers
Required Clearance:
Candidate must be a US Citizen and possess an active Top Secret clearance with SCI Eligibility (#topsecret)

Required Qualifications:
  • Bachelors degree in Computer Science or Information Systems, or equivalent experience,
  • Minimum ten (10) years experience managing IT fit-out projects of similar scope and complexity which may be inclusive of five (5) years experience on DoD networks, and professional certifications
  • Intimate knowledge and experience with Intelligence Community Directive (ICD) - 705 construction, material handling, and security implementation procedures
Desired Qualifications:
  • The ideal candidate has prior military background and professional certifications such as CISSP and/or RCDD.
  • Working knowledge and design/implementation of Intrusion Detection System (IDS) perimeter physical protection security and Access Control System (ACS) badge reader systems, such as Lenel OnGuard in an ICD-705 SCIF environment.
  • Knowledge of structured building cabling from desktop to datacenter and transmission rooms; as well as Inside/Outside Plant. Power and Infrastructure Installation and DCIM management, such as APC StruxureWare.
  • Intimate knowledge related to definition, design, installation, configuration, troubleshooting, operations & maintenance (O&M) of IT Enterprise Services to include but not limited to Risk Management Framework (RMF) Accreditation, IP-Based Wide Area Networks (WANs), Local Area Networks (LANs), and Backhaul communications.
  • In-depth experience with Cisco Networks, such as the Cisco NEXUS and Catalyst family of products as well as Cisco ARS1000, Cisco UCS, and UC/VoIP solutions. Also, Virtual Private Network Devices, Firewalls, Windows Servers, Unix/Linux Servers, Domain name servers, cybersecurity Intrusion detection/prevention techniques, and Network management services.
  • Experience with AV solutions, Thinklogical in particular, implemented in Command Centers, Conference Rooms, and other critical environment type areas.
  • Strong experience necessary in: Cisco IOS Provisioning; Linux/Solaris Administration; VMware; Windows Server and Workstation Configurations, as well as proficiency in CAD/CAM and MS Office Suite including, Project, Excel, Word, PowerPoint and Visio.
