As part of Finance and Risk Shared Services (FRSS), Tax Information Reporting (TIR) is responsible for end-to-end client tax activities including validation of client tax certifications, withholding, information reporting under Internal Revenue Service, Foreign Account Tax Compliance Act (FATCA), and Common Reporting Standard (CRS) regimes, Citi-wide governance, and US non-income tax including sales & use tax, personal property tax, and others.

Key Objectives -

+ Leadership role within the TIR Assurance and Compliance Team. This team provides a variety of governance functions in the tax information reporting space both for FRSS Tax Information Reporting and Citi wide.

+ Lead existing and new governance functions such as internal health checks across all TIR subject matter and other compliance related functions such as FATCA FFI Registration/Certification

+ Act as a tax information reporting specialist (and potentially team leader) to execute operational and project initiatives

+ Act as an internally and externally recognized subject matter expert

+ Develop and communicate best practices and implement appropriate procedures and controls to ensure consistent compliance with Information Reporting, FATCA, and/or CRS requirements

+ Identify and participate in process re-engineering and re-design activities to achieve better controls, compliance, and efficiencies

+ Support audits by tax authorities and Internal Audit

+ Support Technology projects from a tax technical perspective

+ Continuity of business planning, testing, and readiness

+ Perform self-assessment testing and ensure tight controls over owned processes to include key controls and include Continuity of Business

+ Manage and drive employee engagement and talent management

+ Coordinate workflow and employee capacity within team

+ Must be eligible to work in US. This position does not offer VISA sponsorship.

+ This location will be at our NYC, NY office and is not eligible for remote work.


+ Strong understanding of U.S. tax information reporting requirements applicable to products issued by Consumer, Custody, Markets, Private Bank, and/or other Citi businesses

+ Strong understanding of U.S. tax information reporting rules applicable to U.S. Persons and non-U.S. Persons, including Qualified Intermediary (QI)

+ Strong understanding and working knowledge of IRS Forms W-9 and W-8 and their associated requirements; Forms 1098, 1099 series, and 1042-S; Forms 945 and 1042

+ Advanced Knowledge of Foreign Account Tax Compliance Act (FATCA) regulations, inter-governmental agreements (IGAs), and associated reporting requirements

+ Advanced Knowledge of Common Reporting Standard (CRS) and associated local tax authority implementations

+ Excellent relationship management and communication skills to drive engagement and close interactions with key stakeholders including Corporate Tax, Business Heads, and O&T managers

+ Ability to design processes and procedures including proven track record at Process Re-engineering, Re-design, Process Automation

+ Proven ability to act as a change agent for organizational and product transformational initiatives

+ Project Management experience and strong organizational skills

+ Experience in interacting, managing senior interactions related to audits (internal, external, regulatory)

+ Liaison with Corporate Tax for complex tax advisory inquiries and policy requirements

Critical Competencies

+ Strong Microsoft Office skills including Microsoft Excel and PowerPoint

+ Experience with Power BI, Python, KNIME, Xceptor, or other digital tools is preferred

+ Strong understanding and appreciation of internal control environment, metrics and reporting, and data quality initiatives/expectations
