The Project Engineer (PE) is responsible for leading the formation and coordination of the customers Integrated Program Office (IPO). The PE orchestrates activities across the breadth of the IPO, including communications, process and governance definition, operations concepts, metrics assessment, and repository set-up and maintenance. The PE works closely with senior government leadership in defining IPO needs and priorities, and collaborating with program staff to deliver on requirements.

Responsibilities include:

  • Conduct requirements engineering, scheduling, reliability, resilience, service development, integration, test and evaluation, maintainability and analysis across mission architectures and Federal Agencies.
  • Build and maintain IPO high level plans, roadmaps, and schedules.
  • Establish processes to re-organize the government office into an integrated program office. Define and implement IPO concepts of operation, business engineering processes, communications plans, activity workflows, and data repositories.
  • Facilitate customer IPO coordination meetings and Technical Oversight Board sessions, including meeting preparation, participant pre-coordination, conference room scheduling, agenda and minutes preparation, and action item tracking.
  • Translate high-level program strategies into organizational and system requirements, and work with stakeholders to achieve objectives. Identify and present courses of action, trade studies, and technical/engineering assessments.
  • Identify and report risks and issues, and investigate and develop recommendations for mitigation.


Required Qualifications:

  • Active TS/SCI Clearance w/SSBI within 5 years.
  • Bachelors degree in Systems Engineering, Science, Engineering, or related technical experience field such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • Experience with government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or systems engineering of a large complex System of Systems or Service Oriented Architecture/Cloud environment.
  • 12+ years of experience supporting IC or DoD operations.
  • 8+ years of experience with the systems engineering lifecycle
  • 8+ years of experience in managing systems interfaces and end-to-end systems integration of new and existing capabilities.
  • 8+ years of experience supporting the assessment, evaluation, and deployment of new or emerging technologies into operations, architecture impacts, and recommended paths forward.
  • 3+ years of experience in project management or technical team leadership.
  • Demonstrated ability to establish effective customer relationships with senior level government personnel; ability to work independently and with a team environment.
  • Strong interpersonal, problem solving, organizational and multi-tasking skills.
  • Analytical and strong organizational skills with excellent written/verbal communications, technical/non-technical presentations skills.

Desired Qualifications:

  • Advanced degree in Systems Engineering or related STEM degree program. An advanced degree in this category can account for an additional two years of experience.
  • 2+ years of experience with business process engineering
  • 1+ years of experience with web-based collaboration tools such as JIRA and Confluence, and data visualization tools such as Tableau.
  • Familiarity with Sensitive GEOINT missions, operations, and processes.
  • Working knowledge of and the ability to work in and figure out white space mapping.
  • Working knowledge of Model Based System Engineering processes, tools, and languages.
