Sr. Trade Compliance Coordinator (B3 €“ Regulatory Affairs) The Global Trade Compliance (€œGTC€) team is centralized within the Global Operations organization. The GTC team provides regional oversight for import and export compliance. The GTC Team is accountable for seamless integration of the regulatory requirements, establishes controls, implements processes and procedures to ensure Customs and Export Enforcement compliance is executed effectively for the timely processing of international trade transactions across international borders.  As a member of the GTC team, this role will be accountable for supporting operational import and export activities and trade compliance functions to support the U.S. market by working within established trade compliance policies and procedures. This role will be a liaison between internal shipping requestors, vendors and brokers to facilitate shipments into and out of the U.S. The coordinator reviews, approves and stops incomplete or non-compliant import and export transactions and processes.  As trade laws change and/or new laws implemented, the coordinator supports the implementation of the required changes to mitigate negative exposure to Beckman Coulter€™s supply chain.


 Responsibilities:
- Monitor the BEC US Imports email box to review documents, validate for accuracy: classifications; values; country of origin; and other pertinent product information that is required by US Customs and other government agencies prior to shipment arrival and at time of entry. 
- Lead transition of Customs Broker product classification to GTM database with necessary data elements to clear customs and maintains records of new, replaced, or changed data elements.  Follow up with Regulatory to obtain/update FDA data elements for regulated products to include in the data file. Ensure the Oracle database is updated with accurate trade data such as country of origin, commodity classifications (Schedule B, HTS, ECCN)
- Support Customs Broker management to oversee brokerage performance and drive continuous improvement and lead time reduction. Ensure daily reports, recordkeeping and entry summary reports are received timely and according to SOP requirements. Conduct daily management for respective broker and follow up with documented corrective action related to brokerage compliance, KPI, and metrics reports 
- Partner with internal departments, brokers, forwarding agents, and government agencies to manage import/export shipments proactively, provide shipping guidance, and resolve issues with transactions that are not compliant or delayed. 
- Effectively liaise with government agencies, as required
- Assist with pre and post entry compliance reviews, census warnings, and self-testing audits 
- Manage the USDA Import Permit application, process, and GTM License management functions
- Support Freight Forwarder management, audits of AES Export data provided by each forwarder to validate accuracy of data, CCATS filing, and Export license applications as assigned
- Support the monitoring of BEC Global Trade Compliance email box for International Shipping Request, GTM Trade User, and general import / export inquiries
- Assist with other related trade compliance projects or duties assigned
- Bachelor€™s degree in related field with 0-2 years€™ import/export experience OR Associate's degree with +3 years€™ experience in import/export OR High School degree (or equivalent degree) with 6+ years€™ import/export experience with manufacturer, freight forwarder or customs brokerage provider
-Knowledge of international trade matters 
-License Customs Broker a plus 
-In-depth knowledge of biological, chemical, life science, or medical device commodities in order to effectively interpret government regulations and liaise with shipment requestors preferred. 
-Versed in key import/export processes including valuation, commodity classification, country of origin determination, other government agency requirement such as USDA, FDA, FCC, FWS, CITES, and EPA-TSCA 
-Understanding of Customs Regulations (19 CFR), Export Administration Regulations (15 CFR), USDA (9 CFR), and CITES and Fish & Wildlife Services (50 CFR)
Systems experience with and Oracle applications (CONSOR, Global Trade Management, and Business Intelligence) a plus and Microsoft Office programs (Word, power point, and Excel a must)
-Demonstrated ability in DBS tools with analytical Problem Solving and evaluation of alternative solutions
-Excellent oral and written communication, facilitation, and collaboration at all levels in the organization
-Self-starter with the ability to manage multiple tasks/projects simultaneously
