JOB DESCRIPTION:

Primary Job Function

Responsible for implementing and maintaining the effectiveness of the quality system. Manage department or projects engaged in complex product or process development/support. Oversee multiple projects within a single engineering discipline or a small to medium group with multiple disciplines. Responsibilities include financial and performance accountability. Assure projects are completed within time and budget. Establish department goals and plans to meet goals. Forecast staffing requirements.

Responsible for implementing and maintaining the effectiveness of the quality system. Review status of projects; adjust resource allocations to meet project and business demands among areas. Prepare and manage budgets. Propose actions to deal with variances. Prepare SDPs and ODPs. Develop policies and procedures to implement strategy in managed area. Review design or process solutions to ensure overall functional requirements are met. Maintain current technical skills and business function expertise. Design and implement an organization that responds to the needs of the business and provides a meaningful work experience for employees.; Proactively identifies changes in technology within an area of expertise. Influence peers and upper management to support successful implementation of changes. Influence policies and events outside the immediate organization. Encourage and reward decisive; effective action.; Exchanges information with external vendors or other Abbott sites. Maintains contact with senior level management and all levels of employees within area or project responsibility for communication and problem resolution.; Analyzes Complex Designs or Processes: Evaluates and approves complex designs or processes across multiple disciplines ensuring functional requirements are met.

Example: In ASICS application; analyzes an instrument and determines where multiple functions can be combined to reduce complexity; cost and eliminate obsolescence.; Reviews Plans in Functional Area: Reviews and approves standards; measures and controls procedures to effectively monitor performance. Example: Creates process integration plan for complex assembly station including tools and software testing. Reviews timelines for integration of electrical design of CPU PCB; ASICS design and PCB design (multiple subassemblies).; Coordinates Implementation of Multiple Projects Across Under Multiple Disciplines: Ensures multiple project milestones are met on time and within budget; mobilizes resources to address priorities within department.

Example: Assigns and tracks the activities of several supervisors responsible for specific projects. Coordinates their efforts to meet timelines and shifts resources as required.; Forecasts Staffing Requirements: Recruits; interviews; and selects candidates to fill openings. Identifies future staffing needs and associated position requirements.

Example: Determines the workload based on the complexity of the project for the different disciplines and manpower requirements to meet business objectives.; Prepares and Manages Budgets: Establishes departmental; or project budgets; manages against approved budgets.

Example: Prepares budget for Electrical Engineering Cost Reduction Projects. Provides input to yearly financial plan and quarterly updates.; Exchanges Information: Exchanges information with appropriate frequency and within a time frame to maximize its utility and promote cross functional collaboration; verifies that the message was understood.

Example: Communicates potential for cost/time over runs early enough to allow corrective action to be taken. Communicates obsolescence issues to avoid line shutdown. Adapts Information to Customer Needs: Delivers communications tailored to the needs of the receiver; speaks and writes clearly and concisely.

Example: Avoids technical jargon; uses customer terminology; balances detail versus summary style suitable for the audience. Makes Key Presentations: Delivers persuasive; and motivational presentations to influence employees; peers; regulatory agencies; and/or senior management. Articulates and translates department and/or functional strategy objectives.

Example: Sr. Technical Solutions Design Specialist presents charter; resources; key priorities and focus to senior staff to ensure adequate support to meet internal customer needs of multiple groups.; Actively Listens: Listens actively to acquire information and understand the others viewpoint.

Example: Listens without interruption to avoid assuming knowledge of what the individual will say. Builds Relationships: Develops an understanding of others’ needs; promoting common goals; and follows through on commitments.

Example: Develops and fosters confidence between multiple Sr. Technical Solutions Design Specialists/supervisors to provide the best possible service with limited resources. Seeks periodic feedback to ensure satisfaction is being met. Resolves Conflicts: Faces conflicts and takes initiative to resolve issues constructively so all parties can be productive; knows when to involve others.

Jointly reviews the GAPS with team members and decides on actions to cover the gaps. Frequently reviews the organization's charter until all different functions are balanced in terms of responsibilities and resources. Involves staff in planning; problem solving and decision making. Shares successes. Creates opportunities for cross functional teamwork to improve product development cycle.; Direct Others and Operations: Coordinates the efforts of multiple groups to achieve goals; delegates work to lowest capable level; monitors status of plans/projects and gives feedback and redirects efforts when necessary; faces people problems quickly and directly.

Example: Ensures team members have a clear understanding of roles and responsibilities. Makes Decisions: Makes timely decisions; considers alternatives and evaluates risk; uses sound judgment based on facts and experience.

Example: With incomplete data; analyzes the risk of different options to material and tool changes considering cost; time; probability of functional success and the impact to production and field instruments. Example: Collaboratively establishes meaningful and measurable stretch goals for staff; deals with performance issues in a timely manner establishing meaningful corrective action. Example: Provides feasibility study for application of outside technology on existing product.; Identify Goals to Support the Vision/Strategy: Reviews new product or process design initiatives to ensure engineering needs are integrated into business plans.

Example: Interfaces with outside vendors to develop core competencies in house.

Position Accountability / Scope

Complete general administrative tasks; prepare and adhere to a budget; plan work; set goals; administer merit plans and provide performance feedback to staff. Operate with goals and objectives. Receives general direction and exercises considerable discretion as to work details. Manages multiple projects or a large single project with multiple disciplines. Responsible for completing projects with time and cost parameters. Accountable for achievement of product or process design goals. Ensure policies and standards are consistent with division and regulatory requirements.

Minimum Education

BS in engineering preferred. Associate degree acceptable with appropriate experience.

Minimum Experience / Training Required

Knowledge of regulations and standards affecting IVDs and Biologics. Four or more years of supervisory or management experience.
