Job Description:

The Chief Engineer is a highly technical leader for the business who will have technical oversight of executing programs and will provide technical vision and strategy in the development of new business with the Department of Defense including the Defense Intelligence Agency, and the US Intelligence community.   The candidate will drive technology innovation and execution excellence using mission expertise, development experience, communication excellence and strong professional relationships.  The candidate will identify and create new opportunities while connecting mission and technology thought leaders across L3Harris. The ideal candidate will have significant experience and knowledge with the Space Domain Awareness Mission, Aerospace Engineering and Mission Planning.  Additionally, the ideal candidate will have expertise in relevant SDA data collection and C2 systems, as well as Tactical Ground Systems supporting Space Operations.  He or she will have the ability to conduct Engineering Review Boards on existing programs, provide technical oversight in the proposal development process, conduct Root Cause Corrective Analysis exercises, assess and mitigate program risks, and manage and task engineering resources within the business. 

Essential Functions: 

  • Evaluates customer and/operational needs to help define and coordinate system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces.

  • Determines whether requirements can be met with existing capabilities/designs or if new design requirements must be developed.

  • Advocates the customer’s critical needs to internal stakeholders.

  • Provides technical coordination between external customer’s engineers, industry engineers and internal engineering groups to articulate technical issues.

  • Works across a variety of mission domains.

  • Evaluates technical baselines and assesses development risks

  • Conducts Engineering Review Boards on executing programs.

  • Is able to perform proposal cost analysis and evaluate cost estimating methods

  • Evaluates program execution plans and processes to ascertain risks and implement risk mitigation steps

  • Conduct Root Cause Correction Analysis of program excursions to improve engineering processes

  • Develop and iteratively improve a cohesive, long-term business strategy that addresses market/customer      needs, technology development, differentiated solutions, customer relationships, and organizational alignment.

  • Interpret and create requirements for key L3Harris acquisitions.

  • Evaluates customer and/operational needs to help define and coordinate system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces.

  • Prepares and presents technical information internally and externally that addresses specific subjects of interest

  • Cultivate strategic relationships with key internal and external stakeholders.

    • Develop marketing strategies to support business growth objectives.


      • Bachelor’s degree with a minimum of 14 years of prior related experience or a Graduate degree with a minimum of 12 years of prior experience related Space System and Space Domain Awareness experience; or equivalent.
      • Familiarity with Department of Defense and/or US Intelligence Community.
      • Active TS/SCI security clearance required.
