We are seeking to fill a Program Manager position on a high-tempo, enterprise engineering contract. This position has overall cost and technical execution responsibility for a multi-contractor team, providing highly specialized 24x7 operations and sustaining engineering support to a proprietary customer's missions across over seven geographically distributed locations, including OCONUS sites. This position acts independently, guided only by very broad company policies and objectives. Program responsibilities include the operations and sustaining engineering of at least 19 unique missions from seven different geographic locations. The Program Manager independently utilizes extensive customer mission domain knowledge to lead multi-discipline engineers from three different corporations, across these geographically separated locations, in responding to a broad array of mission-impacting issues, discrepancies and anomalies. Responses include quickly assessing root cause and corrective action intended to quickly restore mission functionality, protect critical mission assets, and unique mission challenges. This position makes final decisions with regard to mission critical assets, staffing and logistical needs, and champions the communication of customer and program activities across the enterprise team. The Program Manager represents the program's perspective in various government customer forums with representation from senior leaders to include the Site Commanders, Division Chiefs, Contract Officer Technical Representative and Contracting Officer, and Program Managers from other companies and programs. This includes providing the program's recommendations regarding courses of action to resolve mission critical issues and problems, communicating contractor level concerns and observations with senior site leadership, and ensuring mission operational needs and contractual concerns are adequately reflected in customer briefings to other organizations.
The Program Manager makes decisions establishing technical performance, forecasts for engineering personnel and resources at seven sites, then executes staffing and financial plans, involving three companies, to meet evolving program requirements and the administration of the Quality Assurance Plan. Responsibilities include management of and responding to employee issues and concerns with the appropriate level of decorum and objectivity, in accordance with company and customer policies. Required Skills:

Minimum of 12 years related experience in a leadership role, including management responsibilities for a team of 40+ personnel;
Leadership of O&M or sustaining engineering activities supporting both day staff (8x5) and 24x7 operational missions;
Excellent communications skills and ability to effectively interact with subordinates, customers, and other Raytheon organizations;
Establishment of executable baselines and risk and opportunity management to meet specific financial goals and obligations;
Proven ability to build and sustain high-functioning, cohesive teams;
Excellent inter-personal skills and demonstrated ability to handle challenging personnel situations.

Program Leadership Certification
Earned Value Management Certification
Six Sigma Certification
Experience working with teams in multiple geographic areas

Required Education (including Major):

BS/BA in Engineering, Aerospace, Physics, Mathematics, Software Engineering or Business

Selected applicant subject to a U.S. government security background investigation and must meet minimum eligibility requirements for access to classified information. Current TS/SCI with CI poly required .

This position requires a U.S. Person who is eligible to obtain any required Export Authorization.
