Job Description

Tunista Services is seeking a Site Safety and Health Officer. This position is contingent upon award of contract.

The Site Safety and Health Officer (SS&HO is responsible for the Environmental, Health and Safety process for the NAVAIR Operations and Maintenance Support Contract for the Department of Public Works at China Lake, CA. The SS&HO aligns safety, environmental, and health processes with project requirements and engages with managers and employees to promote behaviors that will achieve the highest levels of productivity in the safest possible manner. The SS&HO Manager inspects and Investigates sources of pollution to protect the public and environment, and ensure conformance with Federal, State, and local regulations and ordinances. The SS&HO will have the experience, education, and training that involve planning, developing, or administering environmental compliance programs supporting the systematic prevention of pollutants and exposure to hazardous substances.

ESSENTIAL FUNCTIONS:

  • Manage the Environmental, Health, and Safety (EHS) program for the project team
  • Partner with site leadership and serve as Subject Matter Expert (SME) regarding interpretation of federal, state and local EHS regulations
  • Align corporate and local EHS goals and strategies
  • Lead EHS audits and inspections developing remediation plans as needed
  • Lead multi-media environmental compliance
  • Build and maintain positive relationships with federal, state and local regulators
  • Lead Continuous Improvement initiative regarding EHS policies and programs
  • Manage budgetary responsibilities
  • Maintain and ensure compliance with all relevant federal, state and local EHS regulations
  • Lead employee training programs regarding EHS behaviors and compliance
  • Provides development of EHS management processes and the implementation of procedures that conforms to the requirements of the contract
  • Assess PWS mandates and ensure performance standards meet all requirements
  • Ensures EHS processes are followed
  • Examine permits, licenses, applications, and records to ensure compliance with licensing requirements
  • Prepare written, oral, tabular, and graphic reports summarizing requirements and regulations, including enforcement and chain of custody documentation
  • Determine the nature of code violations and actions to be taken, and issue written notices of violation; participate in enforcement hearings as necessary
  • Prepare, organize, and maintain inspection records
  • Verify that hazardous chemicals are handled, stored, and disposed of in accordance with regulations
  • Audit technical and managerial processes to ensure compliance
  • Oversee and perform Inspections to include 100% inspection, random sampling inspections, periodic inspections, and submittal reviews
  • Conduct audits and review/analyze data and documentation
  • Records and tracks non-compliance issues to closure
  • Coordinate and lead project site meetings for EHS
  • Specify EHS requirements of raw materials with suppliers
  • Investigate and set standards for EHS compliance
  • Ensure construction processes comply with national EHS standards
  • Organize and maintain EHS control project documentation for the project team and client
  • Write management and technical reports on EHS compliance
  • Ensure procedures and processes initiated and performed by project employees are done in accordance with established safety and environmental procedures
  • Recording, analyzing and distributing statistical information
  • Supervise subordinate Environmental Technician
  • Maintain effective communication with project management, union officials, government leadership, customers and project participants
  • Implements company policies such as attendance, overtime, safety, environmental, etc. and directs the application of such policies for subordinate workforce

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to interpret and communicate quality control standards
  • Adequate knowledge of database software, spreadsheet software, scheduling software, job costing software and word processing software. Microsoft packages preferred.
  • Ability to pass a drug, driving and background screening
Job Requirements
  • Bachelor's Degree from an accredited College / University in Business Administration or related discipline
  • Four or more years of EHS experience
  • Demonstrated success in leading efficient and effective EHS compliance programs
  • Demonstrated success in driving safety metrics downward
