Our current and upcoming initiatives/projects include the development and deployment of a new state-of-the-art Traffic Management Center for 267 signalized intersections, a new citywide video surveillance camera system, a new fiber optic communications system, a new School Zone Flasher System, an upgrade to the emergency vehicle preemption system, a comprehensive citywide traffic signal coordination retiming project, a citywide evaluation of intersection capacity and safety improvements, Smart City and big data initiatives, thoroughfare standards update, and many more exciting activities. ESSENTIAL JOB FUNCTIONS

•  Assists with supervision and direction of the daily operations of the Transportation Engineering Division.
•  Advises and assists with traffic operations and transportation planning issues; issues work orders to traffic maintenance staff for the installation or removal of traffic signs, pavement markings, and modification/construction of traffic signals.
•  Responds to citizens, staff, and news media concerning various traffic related issues and complaints; oversees the coordination of safety initiatives. 
•  Develops, implements, and evaluates the effectiveness of signal timing plans and the signal network.
•  Designs, implements, reviews, and evaluates traffic control plans and traffic safety programs.
•  Coordinates with other City departments in reviewing the transportation related elements of engineering plans for correctness and compliance to local, State, and Federal policies, ordinances, procedures, and standards.
• Develops and processes items in a timely manner for City Council consideration; performs and reviews the traffic impact analysis for various types of land-uses; provides technical support to various boards and commissions concerning traffic related issues.
• Identifies, develops, and coordinates assigned projects with other departments and agencies.
• Operates and supervises the City’s Traffic Management Center during operation as assigned.
• Assumes the responsibilities of the Transportation Engineering Manager in his/her absence; supervises assigned staff and their work assignments.
• Oversees various consultant on-call contracts.
• Develops and processes City transportation related ordinances, engineering studies, and annual reports; provides initial and final response to inquiries per policies and guidelines.
• Attends and participates in various meetings. 
• Performs other duties as assigned.

SKILL IN:

Communicating effectively both verbally and in writing; managing more difficult engineering projects; working independently with little supervision; establishing and maintaining effective working relationships.

EDUCATION AND EXPERIENCE:

Education: Bachelor’s degree in Civil Engineering, Traffic Engineering, or related field. A Master’s degree in Transportation Engineering is preferred. 

Experience: Six (6) years of experience in traffic engineering with a Bachelor’s degree in Civil Engineering, or four (4) years of experience in traffic engineering with a Master’s degree in Transportation Engineering. Requires one year of supervisory experience.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

LICENSES AND CERTIFICATIONS:

Licenses: State of Texas current, valid Class C driver’s license (or ability to get license within three (3) months from the date of employment if current driver’s license is from another state).

Certifications: Licensed State of Texas Professional Engineer (or if P.E. license is not from the State of Texas, selected candidate must obtain Texas P.E. license within six (6) months from the date of employment), Certification as a Professional Traffic Operations Engineer (PTOE) is preferred. 

PHYSICAL DEMANDS AND WORKING CONDITIONS::

Must possess mobility to work in and around City buildings and facilities, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.  The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment.  Positions in this classification bend, stoop, kneel, and reach when completing maintenance and repairs.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 20 pounds.

Employees work in and around buildings and facilities and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, extreme heights, mechanical and/or electrical hazards, and hazardous physical substances and fumes.
