Essential Duties/Responsibilities:

Execution
  • Responsibility for the cost, schedule and technical performance and the ability to manage large, complex development and/or production programs, and the ability to manage and direct assigned programs and respective program teams
  • Direct all phases of the program from requirements analysis, initial planning through all phases to successful product delivery and assure a timely closeout of completed programs to ensure that all obligations are satisfied and program documentation is properly recorded
  • Support Navy program bid and proposal activities. Ensure that requirements of the request for proposal are met in the preparation and documentation of bids and proposals
  • Lead program teams composed of multi-disciplined, matrix personnel to ensure realization of program objectives
  • Develop and implement plans and schedules to execute contracts/subcontracts. Allocate and control contract budgets for labor, material, travel, and purchased services. Report program status to senior management on a monthly basis
  • Development and maintenance of the program Integrated Master Schedule to include the internal and external milestones and phases, as established by the respective program teams
  • Establish and monitor adherence to program master plans and schedules, identify program problems, obtain solutions, direct allocation of resources
  • Develop and implement corrective action plans when deviations from budgets and/or schedule are evident. Seek senior management assistance in resolving schedule and budget problems as they arise
  • Formally identify, assess, monitor, and mitigate risk throughout the program life cycle. Obtain management approval prior to making decisions that will cause deterioration of established program, cost, and schedule objectives
  • Maintain program financial forecasts, report progress to financial objectives
  • Serve as the primary interface with the customer on all matters involving contract execution. Coordinate with other departments on resolution of contractual problems with customer. Coordinate with contracts manager on issues pertaining to contract requirements, changes, and interpretations
  • Ability to clearly communicate program status, issues, risks, opportunities and plans to internal senior management 
  • Ensure coordination across multiple programs and/or projects and with other product line leads
    Capture
    • Serve as Capture Lead for new pursuits and growth opportunities
    • Establish and execute a winning product line capture strategies, including proposal development
    • Actively seek new business and growth opportunities in coordination with business development
    • Lead negotiation of contracts/changes, coordinate preparation of proposals, business plans, author and negotiate proposal statements of work/specifications

      Qualifications:

      • Bachelor's degree in Engineering or related discipline, Master's degree preferred
      • Minimum 15 years of leadership experience in multi-disciplined organizations and programs
      • Successful track record in managing complex aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization, Navy Nuclear experience (officer or enlisted) preferred
      • PMI Certification preferred
      • Experience interfacing and leading other departments on a program including; finance, contracts, engineering, manufacturing and supply chain management
      • Proficiency with Earned Value Management is required
      • Demonstrated experience with Earned Value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity and variance analysis
      • Must have prior contractor program management experience for military programs
      • Solid communication skills
      • Working knowledge of MS Office to include Word, PowerPoint, Excel, and MS Project
      • Must be able to obtain and maintain a DoD SECRET Security Clearance
      • Current/Active DoD SECRET Security Clearance is preferred
