Senior Acquisition Specialist

Position Description<\/h2>

XLA is seeking a highly qualified individual to serve as a Senior Acquisition Specialist performing the full range of acquisition services in support of the Department of State (DOS) Bureau of Consular Affairs, Office of Consular Systems and Technology. These services include, among other things, developing acquisition packages, supporting source selections and providing post-award contract support. Must have an active SECRET Clearance.<\/p>


  Responsibilities include, but are not limited to:<\/strong><\/p>

  • Providing advanced acquisition guidance to federal agencies, and in particular, to DOS;<\/li>
  • Working with program offices to develop requirements for Statements of Work (SOWs);<\/li>
  • Facilitating meetings, including working with stakeholders to develop agendas;<\/li>
  • Conducting market research;<\/li>
  • Providing cost and price analysis;<\/li>
  • Developing acquisition documentation that includes requirements documents, acquisition strategies, independent government cost estimates, determination and findings, evaluation criteria, and milestone plans;<\/li>
  • Advising Technical Evaluation Teams;<\/li>
  • Assisting Contracting Officers Representatives (CORs) in ensuring their contracts comply with applicable laws and terms and conditions and that deliverables meet contractual requirements;<\/li>
  • Assisting CORs with submitting timely Contractor Performance Assessment Reports (CPARs);<\/li>
  • Assisting CORs with contract close-out;<\/li>
  • Interacting and communicating effectively and professionally with government officials;<\/li>
  • Reporting on project status in internal and client meetings;<\/li>
  • Reviewing contracts, and preparing award modifications; and<\/li>
  • Performing other job-related responsibilities as assigned.<\/li><\/ul>


    Education: Bachelors degree<\/p>

    Certification(s): Federal Acquisition Certification - Contracting (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) certification at Level II or Level III, and/or National Contract Management Association (NCMA) Certified Professional Contract Manager (CPCM) certification<\/p>

    Skills and Experience: <\/p>

    • At least 10 years of federal acquisition experience with a focus on information technology (IT) requirements;<\/li>
    • Project Management, including supervising a small team<\/li>
    • Preferred: Experience with or knowledge of strategic and operational support in procuring information technology (IT) services and systems;<\/li>
    • Preferred: Experience with contract management systems;<\/li>
    • Demonstrated knowledge of the Federal Acquisition Regulation (FAR);<\/li>
    • Knowledge of DOS Acquisition Regulation (DOSAR) acquisitions regulatory framework; <\/li>
    • Ability to work independently and take a lead role when called for, attention to detail, high standards of excellence, and a strong commitment to perform and execute all project activities successfully;<\/li>
    • Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with program and contracting officials; and<\/li>
    • Proficiency in Microsoft Office, particularly MS Word, Excel and SharePoint.<\/li><\/ul>

      Clearance Requirements: Must have an active SECRET clearance.<\/p>
