Duties & Responsibilities

MSC is searching for a Scientific Program Manager to provide support to the National Institutes of Health (NIH). This opportunity is a full-time position with MSC and it is on-site in Bethesda, Maryland.


  • Manage a portfolio that contains the discovery, development and life cycle management of candidate coronavirus vaccine and therapeutic products.
  • Provide program management support for discovery, pre-clinical and clinical product development activities, partnering with external collaborators as well as internal groups.
  • Perform scientific and administrative reviews and analyses of applications/proposals from a programmatic viewpoint.
  • Consult with and advise grantees/contractors during preparation of applications/proposals and provide guidance on program issues.
  • Visit universities, research institutions, commercial organizations, other government agencies, and public and private organizations to promote and explain the objectives of the program.
  • Support execution of program plans and serve as a key interface between a number of cross-functional areas within the institute and with other USG agencies. As such prior project management experience with the process and stages of vaccine and/or therapeutic product development from discovery/pre-clinical moving towards late stage development is a desired skill.
  • Provide support for strategic development plans, nonclinical study conduct, and recommendations for logistical coordination of nonclinical studies with clinical trials.
  • Ensure that all the nonclinical studies being performed are done in a manner that will be acceptable to the FDA and can be used to support product licensure.
  • Collaborate with the Section Chief and institute leadership to identify coronavirus vaccine and therapeutic research needs and opportunities to achieve an innovative, integrated, and responsive research program.
  • Closely monitor and stay informed of relevant national and international research efforts, programs and policies relevant to the development of coronavirus vaccines and therapeutics.
  • Organize, conduct and/or participate in workshops, conferences, site visits, and staff meetings; present and discuss research-related projects and information.
  • Coordinate and collaborate with other Branch and Division staff and Institute and USG Offices.
  • Provide effective communication and problem-solving skills in working with other Branch, Division, and institute components, other ICs, and other DHHS agency staff and academic and industrial organizations.
  • Provide scientific review of pre-clinical and clinical protocols with a focus on respiratory pathogens, particularly coronavirus vaccines and therapeutics.


  • A Ph.D. degree in a related scientific field is required.
  • Experience with viral vaccines and/or therapeutic product development.
  • Experience managing projects.
  • Strong oral and technical writing capability.
  • Demonstrated attention to detail.
  • Demonstrated ability to work both independently and in a team-oriented, collaborative environment.
  • Strong relationship building, communications and management skills.
  • Can conform to shifting priorities, demands and timelines.
