Head of Basel Advanced Approaches (BAA) leads the development and implementation of consistent regulatory compliance end-to-end frameworks related to Basel Advanced Approaches for credit, market and operational risk measurement including methodologies, processes, controls, and governance within Citi Independent Risk Management.


**Key Responsibilities:**


+ Organize and lead analysis of regulatory requirements and firmwide policies for development of a consistent framework and implementation roadmap. The related activities include:

+ comprehensive identification and analysis of related regulatory requirements and existing policies and methodologies

+ development, socialization, formal review, and approval of related policies (existing policy changes), standards, procedures, guidelines, and templates in adherence to the firmwide Policy Governance Policy

+ development, socialization, formal review, and approval of related governance committee charters (enhancements to existing committee charters), other governing bodies and supporting operations in adherence to the firmwide Governance Policy

+ development and implementation of practices for key related controls and management control assessments

+ presentation and interpretation of the roles and responsibilities related to Basel Advanced Approaches to the Independent Risk Management and Finance organizations and enterprise-wide in the lines of business and legal entities, as well as to regulators, external and internal audit

+ Develop and oversee execution of consistent approaches related to methodologies, data sourcing, calculations, reporting and analytics in compliance with Basel regulatory requirements

+ Oversee the implementation of the enhanced end-to-end Basel Advanced Approaches governance framework and its ongoing and sustainable execution

+ Engage with key internal and external stakeholders across Risk, Businesses, Finance, Audit, Regulators

+ Management responsibility for the team of 10-12 (AVP to Director levels), including management of people, staffing assessment and planning, performance evaluation and compensation

+ Direct report to Head of Finance CRO Governance


**Key Requirements and Qualifications:**


+ Extensive years of experience including significant exposure to analytical methodologies and modeling frameworks for risk measurement and regulatory capital calculations of market and credit risks and establishment of risk and control processes in top-tier global financial institutions. Hands-on experience with financial risk modeling

+ Thorough understanding of regulatory requirements for governance and internal control processes - across a combination of market risk, wholesale, counterparty, and retail credit risk

+ Ability to influence and lead across cultures at subject matter specialist and executive levels using sound judgment and to execute effectively across businesses, functions, and geographies

+ Strong organizational skills with ability to strategically structure the policy, standards, procedures, and practices including designing target state, implementation and appropriate risks and controls

+ Excellent written and verbal executive level communication skills with the ability to articulate complex problems and policy interpretations through concise and clear messaging

+ Highly motivated with attention to detail, team oriented, organized, pro-active

+ Ability to assess complex issues through root cause analysis and other analytical techniques; structure potential solutions; drive to resolution with senior stakeholders


**Education:**


+ Advanced analytical training (Masters or PhD) in economics, finance, math, engineering or hard sciences a plus
