Job Summary

AECOM is seeking an experienced Right of Way Appraiser in Atlanta. This position will be performing preliminary and detailed cost estimates for the Georgia Department of Transportation including, but not limited to, costs for land, improvements, damages, signs, fixtures, specialty reports, negotiation, relocation, condemnation, and incidental items and the anticipated amount of time to perform all the required functions and all components of the cost estimating process, both preliminary and detailed. The position is expected to begin in January 2021 and is an on-call/casual opportunity. The selected candidate will work a variable schedule based upon client assignments. Will require some travel within the State of Georgia.

General Responsibilities:

  • Review project plans on-site in order to discover and recommend corrective solutions to plan problems prior to assignment of appraisals.

  • Determine the anticipated scope of the appraisal problem for each parcel and the format of the appraisal

  • Determine assignment of appraisals - (Staff or Fee) - and the number of reports per parcel.

  • Determine if specialty reports will be required as part of the valuation process. If so, which types are necessary (i.e. signs, costs to cure, trade fixtures, environmental assessments, timber cruises, etc.

  • Review Appraiser's Project Inspection Checklist

Minimum Requirements

  • Bachelors Degree in Real Estate, Business, Finance or related field plus 6 years of real estate appraisal experience or demonstrated equivalency of experience and/or education.

  • State of Georgia Certified General Real Property Appraiser. Registered, licensed or certified residential designations are not approved classifications

  • Minimum of 5 plus years of eminent domain appraisal experience for Georgia Department of Transportation or Local Government Projects covering a minimum of the following appraisal types:

  • Strip takes only from vacant land (all property types) where no damages are evident

  • Total Acquisitions of single-family residential properties

  • Before and after acquisitions of vacant land (all property types)

  • Single-family residential structures with or without damages

  • Surplus property (land only)

  • Before and after acquisitions of residential structures with or without potential damages

  • Commercial properties with or without damages

  • Surplus property appraisals which may include recorded easements or access breaks

  • Appraisals in which a regional data search may be required

  • Before and after acquisitions of improved properties of the most complex levels of difficulty, requiring an extensive and perhaps innovative analysis to determine value and /or potential damages.

  • State of Georgia Department of Transportation pre-qualified in the following Right of Way Valuation Services:

  • C-1 (Appraisal Report);

  • C-3 (Cost to Cure Report);

  • C-4 (Trade Fixtures Report);

  • C-5 (Sign Appraisal);

  • C-9 (Detailed Cost Estimator)

  • C-10 (Preliminary Cost Estimator)

  • Completed 14 (fourteen) hours of eminent domain or condemnation appraising educational experience by an approved education provider by Georgia Real Estate Appraisers Board (GREAB) By being Strip takes only from vacant land (all property types) where no damages are evident;

  • Valid Drivers License and good driving record

Preferred Qualifications

  • Ten plus years of eminent domain appraisal experience for Georgia Department of Transportation or Local Government Projects

  • Computer proficient (MS Office Suite preferred) Affective written and verbal communication skills

  • US Citizenship or Permanent Residency
