The Regulatory Risk Exec Grp Mgr is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.


**Responsibilities:**


+ Evaluates and provides direction/interpretation and guidance on regulatory guidance on complex and high impact transactions/positions/portfolios.

+ Responsible for communicating to executive management implications of existing and opposed regulation and developing potential responses.

+ Responsible for regulatory risk project management ownership (business requirements, analysis and testing) for delivery of regulatory solutions. (i.e.. CECL, Part 30 core capabilities initiatives, stress test and CCAR regulatory requirements, etc.)

+ In partnership with the Business regulatory teams, coordinate consumer-wide horizontal regulatory examinations to achieve full compliance; requires directing a cross-functional team. Sustain formal communication process with the regulatory agencies to provide transparency to the business through regular business updates and routines.

+ Provide senior leadership and management of the Risk Capital Interpretation and Analysis teams which performs initial guidance on new and existing transactions/structures.

+ Provides senior leadership & management of the Risk Regulatory Policy and Risk Committee.

+ Frequent dialogue/review/audit (with Fed/OCC/FDIC/SEC/CFTC) on capital regulatory matters and significant participation in industry forums.

+ Provides subject matter experience for counterpart risk and the key drivers in calculating regulatory capital for capital market products.

+ This position, working closely with the business and partnering with Capital Optimization, Finance and Franchise Risk Architecture will lead the Capital Interpretation and Analysis Team (CIAT), evaluating and providing regulatory capital guidance on complex transactions/positions/portfolios, as well as engage with regulators and industry partners.

+ Anticipates and initiates programs to address long-term regulatory reporting trends and how they will effect the company. Ensures a balanced risk and opportunity assessment is provided on all key strategic issues/decisions used to influence the direction of the organization. Takes personal accountability for ensuring a control environment exists.

+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


**Qualifications:**


+ 15+ years experience in product program governance and risk management framework.

+ Should have Excellent proficiency in Microsoft Office particularly Excel (metrics and data analysis), PowerPoint (presentation decks), and Word (writing and editing procedural and technical documentation).

+ Thorough knowledge of credit source systems, collateral reporting systems, and end reporting/warehousing.

+ Broad understanding of classifiable and delinquency managed credit and operational policies and procedures, including a command of the collateral management process.

+ Ability to interpret financial and risk reporting as well as experience from the business and/or technical area desired.

+ Familiarity with regulatory landscape facing global banks. Ideally, have worked in banking industry or regulators institutions.

+ Previous experience in managing Regulatory Inspections and Audits within a financial services company.

+ Professional ability and presence to interact with Senior Bank, Regulatory and Audit Management.


**Education:**


+ Bachelors/University degree, Masters degree preferred


This job description provides a high-level review of the types of work performed. Other job-related duties may be assigned as required.


+ Responsible for presenting and receiving approval of the quarterly Consumer ACL recommendation to the Personal Banking and Wealth Management and Legacy Franchise CROs, the Independent Risk Oversight Council (IROC), and the Reserve Adequacy Committee (RAC).

+ Ensure all reserve and cost of credit forecast models, methodologies, adjustments, overlays and associated documentation are in accordance with GAAP, regulatory expectations, and the underlying policy. Evaluate and provide direction and interpretation on regulatory guidance.

+ Analyze and dimension new CECL and cost of credit forecast related guidelines, best practice standards, rules and regulations, as well as internal governance changes.

+ Guidance and oversight extends to all cost of credit forecast exercises such as Strategic Plan, quarterly outlooks, and CCAR. Ensure consistency in forecast and BAU CECL application, as well as the associated cost of credit forecasts.

+ Exercise wide-ranging authority to define standards, procedures and best practices, and oversee the execution of Loss Forecasting analyses, projects, and reporting initiatives to support Personal Banking, Wealth Management and Legacy Franchise.

+ Provide strategic analytics and insight regarding reserves and cost of credit forecast to senior management, including preparing Citis CFO for earnings release.

+ Appropriately assess the impact to the CECL reserves and/or the CECL process when business decisions are made, demonstrating particular consideration for the firm's reputation, driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

+ Responsible for risk project management ownership (business requirements, analysis and testing) for delivery of regulatory and reporting solutions related to CECL and Loss Forecasting.

+ Manage regulatory and internal examinations to achieve full compliance. Develop and manage the strategy and messaging for regulatory interactions to ensure transparency of performance, management, and compliance of the business. Provide updates, as needed, to management and regulators on exam and issue remediation status including progress against milestones, risk identified and any other potential impacts.

+ Frequent dialogue/review/audit on capital regulatory matters and significant participation in industry forums.


+ Identify and sponsor development opportunities for key individuals to help them gain broad exposure and experience. Influence organization initiatives to develop talent, knowledge and refine skills of the organization. Model positive reward and recognition behavior consistently. Influence or lead efforts (e.g. succession planning, project assignments) that support organization and employee development. Recruit and commit to developing top talent. Ensure diverse talent pipeline at all levels.

+ Strong leadership and people management skills to manage a team of senior professionals reporting to this position.
