Performs the operational planning, real-time coordination, and follow-up activities on assigned Range operations.  Coordinates the Manu Kai operational support efforts to meet operational requirements in a safe, efficient and reliable manner. Directly responsible for all administrative and training duties in the Air Traffic Control Tower.



  • Keeps abreast of changes in PMRF Range Operations forecasts to identify future requirements and scheduling conflicts.
  • Interfaces with government counterparts and other Manu Kai elements to ensure mutual awareness of operational requirements.
  • Performs all tasks associated as a CTO (Contract Task Order) Task Manager.
  • Participates in briefings, planning conferences and meetings to gather operational requirements for assigned programs.
  • Supports planning and coordination meetings at off island locations including CONUS and Overseas.
  • Prepares and distributes Instrumentation Plans (IP) to identify operational set-up for instrumentation/support systems and all data requirements for the assigned operation.
  • Coordinates the distribution of data products gathered during assigned operations.
  • Participates in post-operational critiques and reviews.
  • Maintains working knowledge of operational support systems and facilities to coordinate detailed scheduling and support requirements.
  • Interfaces with PMRF counterparts and other elements to determine missile line-up, safe firing bearings and distances, and target flight scenarios.
  • Performs aerial target coordinator functions when required.


    • Provides flight planning, clearance assistance, local weather conditions and enroute traffic information to local and transient aircraft.
    • Maintains all publications necessary to ensure military and Federal Aviation Administration (FAA) published criteria are met.
    • Maintain training records and folders for all tower personnel.
    • Prepares and submits periodic reports IAW with contract requirements.
    • Assists in preparing and developing new procedures and executing procedural changes.
    • Participates in formal Navy inspections and assists with corrective actions for required Plan of Actions and Milestones (POAM) monthly reports.
    • Attends airfield meetings and briefings as required.
    • Reports any discrepancies/outages of the airfield facilities/equipment to Air Operations Department (Airfield Manager, Ground Electronics Maintenance Officer, Air Operations Officer, and Range Operations Supervisor) within 15 minutes of report.
    • Performs other duties as assigned by the Supervisor.


      Physical Activities:

      Minimum physical elements: to include walking, standing, work requiring repeated stooping, sitting and work requiring repeated or frequent stair climbing. Lifting, pushing or pulling of 10-25 lbs. Customer contact, extended work day, confined work area & field assignment.


      Education:  Two year technical school


      • Minimum of five years of experience in an Air Traffic Control (ATC) Tower, with a minimum of two years’ experience being in the specific field of assignment.
      • Experience in coordinating military exercise scheduling or related field assignments desired.
      • Able to carry portable field radios in rough terrain during remote site EW operations.
      • Able to remain at remote sites overnight in an outdoor environment.
      • Able to operate and run operations at sea for weeks.
      • Able to be certified in the IPHABD Survival Training (Dunker Training)
      • Familiar with Special Use Airspace.
      • Formal military or civilian training as an Air Traffic Controller.
      • Valid FAA Control Tower Operator's License required.
      • Able to obtain FAA Class II Medical Certificate, renewed yearly (certified in accordance with FAR part 65).


        Secret security clearance is required. Applicants selected must be a US Citizen in order to apply for a Secret Security Clearance.  Applicants selected either must currently possess a Secret clearance or will be subject to a Government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment, and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.
