Job Description

Tunista Services is seeking a Quality Control Manager in anticipation of contract award. The Company Quality Control Manager (QCM) is responsible for overall management of the Quality Control Program for the NAVAIR Operations and Maintenance Support Contract for the Department of Public Works at China Lake, CA.. The QCM will have the experience, education, and training that involve planning, developing, or administering quality assurance programs supporting the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items or services.


  • Lead, manage, and plan the quality assurance activities performed by the project team
  • Determining, negotiating and agreeing on in-house quality procedures, standards and specifications
  • Provides development of Quality Management System and the implementation of procedures that conforms to the requirements of the contract
  • Assessing customer requirements and ensuring performance standards meet all requirements
  • Setting customer service standards
  • Ensures QA processes are followed, based on customer life cycle management procedures
  • Audit technical and managerial processes to ensure compliance
  • Overseeing and performing Inspections to include 100% inspection, random sampling inspections, periodic inspections, and submittal reviews
  • Conduct audits and review/analyze data and documentation
  • Records and tracks non-compliance issues to closure
  • Coordinate and lead project site meetings for quality control
  • Specifying quality requirements of raw materials with suppliers
  • Investigating and setting standards for quality and health and safety
  • Ensuring that construction processes comply with national standards
  • Working with operating staff to establish procedures, standards, systems and processes
  • Organize and maintain quality control project documentation for the project team and client
  • Writing management and technical reports on Quality Control Inspections
  • Acting as a catalyst for change and improvement in performance and quality
  • Directing objectives to maximize performance levels
  • Ensure procedures and processes initiated and performed by project employees are done in accordance with established safety and environmental procedures
  • Recording, analyzing and distributing statistical information
  • monitoring performance
  • Supervising subordinate Quality Control Inspectors
  • Maintain effective communication with project management, union officials, government leadership, customers and project participants
  • Implements company policies such as attendance, overtime, safety, environmental, etc. and directs the application of such policies for subordinate workforce

  • Ability to provide effective leadership over a diverse and multi-skilled workforce

  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to interpret and communicate quality control standards
  • Adequate knowledge of database software, spreadsheet software, scheduling software, job costing software and word processing software. Microsoft packages preferred.
  • Ability to pass a drug, driving, and background screening
Job Requirements
  • Bachelors Degree in Business Administration or equivalent
  • Five years of Quality Control Management Experience in Public Works base operations
  • QCCR Certification
  • Ability to pass a drug, driving and background screening
