Job Description

Tunista Services, Inc is seeking a Project Manager.This position is contingent upon award of contract.

The Project Manager (PM) is responsible for overall management of the NAVAIR Operations and Maintenance Support Contract for the Department of Public Works at China Lake, CA. The PM develops strategies to manage contract operations, and cultivating and maintaining positive business relationships with clients and customers. The PM provides leadership and strategic direction for managing and sustaining services, and managing complex programs/projects.


  • Responsible for overall management of the Facility Operations and Maintenance Support Services under NAVAIR Department of Public Works at China Lake, CA, to include the authority to act in all project quality control, Safety, and Environmental issues
  • Direct Facility Maintenance operations, Facility Engineering Services, Material Management and Warehouse Operations
  • Direct contract financial management activities, ensuring invoices and properly handled, to include timely submission to Corporate HQs for payment
  • Ensure that procedures and processes initiated and performed by project employees are done in accordance with established safety and environmental procedures
  • Coordinate and lead project site meetings involving all managers and supervisors
  • Oversee all government contract requirements to ensure project design, material, and labor cost projections are accurate and submitted within prescribed timeframes
  • Ensure service vendors complete scheduled maintenance activities within prescribed timeframes
  • Oversee project acquisition activities to ensure purchased material, equipment, and general supplies are obtained by approved vendors
  • Organize and maintain project documentation for the entire DPW operation and provide appropriately to the client.
  • Oversee daily project reporting including timekeeping, environmental and permit compliance, and daily reports
  • Maintains effective communication with union officials, government leadership, customers, and project participants
  • Implement company policies for attendance, overtime, safety, environmental compliance, timekeeping and budgetary requirements

This position is a supervisory role and has direct reports.


  • Ability to provide effective leadership over a diverse and multi-skilled workforce
  • Ability to professionally and effectively communicate with employees, business partners, and clients via written and verbal communication method.
  • Ability to visualize, articulate, and solve complex problems and concepts, both logical and interpersonal, and make decisions based on available information. Ability to use judgment and discretion
  • Knowledge of job costing and accounting procedures
  • Knowledge of computer based construction and scheduling programs
  • Ability to handle stressful situations and effectively plan and organize duties to meet deadlines
  • Ability to handle multiple tasks simultaneously
  • Ability to work with concentration, accuracy, and attention to detail
  • Ability to participate in and facilitate group meetings, including host preparation meetings
  • Ability to work a flexible schedule
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals
  • Ability to write routine reports and correspondence
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs
  • Ability to interpret and communicate project plans and drawings.
  • Adequate knowledge of database software, spreadsheet software, scheduling software, job costing software and word processing software
Job Requirements
  • Bachelor of Science degree required; Engineering or Architectural degree preferred
  • 15 years experience in managing base operations support functions
  • Familiarity with Navy cost and software data programs
  • Ability to pass a drug, driving and background screening
