**Project Engineer (Pipeline & Pipeline Facilities) Burnaby, BC**


Reporting to the Director of Projects, the Project Engineer will plan, execute, and finalize pipeline and pipeline related facilities projects according to challenging deadlines and within approved budget while meeting UPIs quality requirements. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver project deliverables according to the execution plan. The Project Engineer will also define the projects objectives, monitor key performance indicators and oversee quality control throughout the project life cycle. The Project Engineer will ensure project execution success by adhering to HS&E, quality, schedule, and cost control guidelines. The Project Engineer is also accountable to the Project Manager for day-to-day activities and oversees the discipline leads and other sub-contractors to achieve the assigned scope of work within their authorized budget and schedule.


**Responsibilities include, but are not limited to:**


+ Act as Project Coordinator for project, program and portfolio management;

+ Identify requirements to comply with the QMP, the PEP, and other relevant procedures;

+ Assist the project manager in effective implantation of the management of change process;

+ Know and apply the fundamental concepts, practices and procedures for cost, schedule and scope control, change management and earned value methodology as required;

+ Ensure accuracy and completeness of master data including resource information; project, activity, and resource codes; enterprise project structure; security profiles; licensing information, etc.;

+ Review project invoices for alignment with contacts and budget allocations prior to submitting for payment;

+ Participate in the development of the work breakdown structure and project execution plan;

+ Accumulate and document historical metrics, such as performance experience, for use in maintaining a basis for future planning and forecasting;

+ Advocate good project management practices within work areas;

+ Support local engineering, drafting and design teams as well as those assigned to field positions;

+ Provide supervision for the production of cost reports detailing budgets, approved changes, commitments and forecasts from available information and historical trends;

+ Prepare and process input to the project control system for all weekly, biweekly, and monthly reports;

+ Perform analytical review and verification of cost and schedule reporting documentation;

+ Prepare graphs, diagrams, and other exhibits to illustrate budget status and forecast requirements;

+ Implement and maintain the Planning/Scheduling portion of Integrated Project Control System;

+ Develop an effective project plan template that can be utilized for schedule development, schedule control, and critical path analysis;

+ Understands engineering, procurement and construction schedule logic and assesses the impact of changes on the schedule;

+ Analyze, evaluate, and forecast current status against an established baseline schedule;

+ Participate in efforts to improve project or portfolio management, by proposing process or tool improvements, developing parts of processes, supporting process implementation;

+ Provide expertise and act as a resource to the team on how to apply the tools, processes and practices to the given project;

+ Provides formal and informal training on the tools, processes and best practices appropriate for the target individual or team;

+ Support project managers and team members in the implementation of Project Management tools and protocols.


**Qualifications and Attributes:**


+ Post Secondary (degree or diploma) in Engineering;

+ Professional Engineering (P.Eng) Designation recognized by APEGA and/or BC;

+ Project Management Professional (PMP) designation and/or formal education in Project Management would be an asset;

+ 5+ years experience in a ;

+ Engineering experience within EPC, EPCM and/or construction management would be a definite asset:

+ Experience with Primavera, Prism and other Project software would be an asset.

+ Strong computer skills and experience with Microsoft Office products (Word, Excel and PowerPoint).

+ Demonstrated project management and analytical ability.

+ Experience with summarizing results and producing management reports.

+ Demonstrated ability to identify problems and develop creative solutions.

+ Experience with maintaining project plans.

+ Experience in a client service environment.

+ Strong professional, oral and written communication skills.Ideally has had experience with resource negotiation and championing new ideas or processes.

+ Able to work effectively both as a member of a team and independently.Demonstrates initiative and brings forward ideas which support team objectives.

+ Demonstrated ability to handle multiple concurrent assignments.

+ Prior experience with multi-year projects (3-5 years) and worth $50-$200 million dollars preferred.


This position will be based in Burnaby, BC but will require occasional field visits to various locations across Alberta and British Columbia.
