The mission of the Office of Minority Affairs and Diversity (OMAD) is to create pathways for diverse populations to access postsecondary opportunities, nurture and support their academic success, and cultivate a campus climate that enriches the educational experience for all. OMAD has an outstanding opportunity for a Program Operations Specialist for Washington MESA to evaluate programs for overall program enhancement and success through quantitative and qualitative analysis.

WA MESA is a statewide organization committed to building pathways to college and careers in science, technology, engineering & mathematics (STEM) for traditionally underrepresented minority (URM) students, including women, African Americans, Hispanics/Latinos, and Hawaiian/Pacific Islanders and Native Americans/Alaska Natives.

WA MESA directs its programs toward Washington K-14 students.  At the K-12 level, MESA serves over 4,000 students, providing them educational enrichment experiences and the practical help needed to prepare for university-level studies in a variety of science- and technology-related fields. MESA also works with teachers to help them implement STEM-related curriculum.  At the two-year college level, WA MESA Community College Program (MCCP), operated in partnership with the Washington State Board for Community and Technical Colleges (SBCTC), seeks to increase the number of historically underrepresented community college students who transfer to universities and earn a bachelor’s degree in a STEM-related field.  As of 2018-19, MESA MCCP Centers serve 826 students.

We seek a  mission-driven professional to drive our research and evaluation for Washington MESA. The Program Operations Specialist will develop, write, and disseminate data collection protocols; oversee data collection, analysis, and impact reporting.  Research and evaluation are essential to ensuring that WA MESA programs meet the goal of underrepresented students pursuing and completing STEM majors. We are looking for a talented individual to improve our evaluation, efficacy, and continuous improvement capacity.

Although WA MESA oversees "decentralized" centers with offices located at other higher education institutions connected by subcontracts, the Program Operations Specialist’s role is to evaluate WA MESA programs from a statewide organization prospective. They will not direct the work of the center directors but will ensure WA MESA program fidelity across centers. In partnership with the State Board of Community and Technical College Research and Evaluation staff, the Program Operations Specialist will collaborate and assist with reporting MCCP success in meeting intended success goals.


RESPONSIBILITIES:
Research and Evaluation
•    Develops and implements evaluation systems for quarterly reporting and annual reporting.
•     Analyzes data, designing research questions and methods
•    Develops research partnerships, driving a culture of inquiry, and presenting high-level findings tailored to multiple stakeholders.
•    Develops and improves internal systems for K – 12 centers and transfer program evaluation for MCCP students.
•    Designs research questions and data collection tools that can be implemented by WA MESA staff, K – 12 and MCCP Directors and program staff.
•    Researches trends in evaluation in major organizational areas – STEM literacy, awareness, identity, and career-connected learning.
•    Develops and maintains research partnerships with external evaluators and research institutions.
•    Conducts programmatic and organization-wide evaluations.
•    Creates a story and data-driven reports that integrate impact evaluation and illuminate key findings to power communications in print, online, social media and improve program design.
•    Partners or consults with marketing professionals to understand the digital reach and programmatic impact.
•    Cultivates an organization-wide culture of evaluation, efficacy, learning, and continuous improvement.
•    Works with WA MESA K – 12 and MCCP Directors and if applicable, program staff to evolve research tools based on findings and program direction.

Data Systems Management
•    Implements quarterly reports – ensuring that, on a quarterly basis, programming and marketing data is updated and highlights are shared by K – 12 and MCCP directors.
•    Partners and collaborates with K -12 and MCCP programs to make recommendations to improve program impact tracking across the organization.
•    Partners and collaborates with K -12 and MCCP Directors to ensure that impact finding power program design and continuous improvement.
•    Partners with OMAD Advancement and Communications to ensure that impact findings power WA MESA marketing, advancement and communications efforts.
•    Partners or consults with marketing professionals to meaningfully engage WA MESA in evaluation implementation offering thoughtful opportunities for WA MESA, K -12, and MCCP directors as well as staff to engage with research strategy.
•    Partners and collaborates with WA state Education Research and Data Center (ERDC), OSPI, school districts, K -12 and MCCP Directors to ensure that analytics and program data is collected accurately, routinely and updated quarterly by K -14 Directors and/or designated staff.
•    Trains K -12 and MCCP Directors and program staff on systems for evaluation.
•    Serves as a thought partner and/or leader with Executive Director in research and evaluation by presenting at conferences and developing relationships with STEM leaders.
•    Represents WA MESA at local, state, and regional STEM research and evaluation events.
•    Presents evaluation updates to WA MESA, Provost, Vice President for Minority Affairs & Diversity, Associate Vice President of College Access, and WA MESA advisory board.

Perform other duties as assigned

REQUIREMENTS:
Master's Degree in STEM, Social Science, Education, Public Policy, Public Administration, or related discipline and
•    5 years of professional experience in research and evaluation, ideally with K – 12, community college or university that has a focus on STEM literacy, awareness, and career-connected learning areas.
•    Quantitative analysis skills and experience using quantitative analysis software.
•    Demonstrated success in creating an evaluation and research plans, including developing indicators and metrics for success.
•    Demonstrated success in designing data collection tools and conducting data collection activities (e.g., surveys, interviews, focus groups).
•    Demonstrated success in working with underrepresented populations and strong cultural competence.
•    Ability to work independently and as part of a team.
•    Excellent interpersonal, communication, and organizational skills.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

DESIRED EXPERIENCE
•    Doctorate degree in STEM, Social Science, Education, Public Policy, Public Administration, or related discipline
•    Experience providing direct service in STEM to K – 12, community college, undergraduate or graduate students
