Harborview Ambulatory Services has an outstanding opportunity for a Program Operations Manager, Center of Occupational Health Education (COHE).  Under general supervision, this individual will work with the COHE Project and HMC Ambulatory Services clinical practice leadership to inform policies and develop procedures that facilitate occupational health best practices (OHBP). Goals: Coordinate the health care for injured workers (workers compensation claimants); facilitate necessary correspondence and communication between various workers compensation stakeholders, including the injured worker, care provider, claim manager, and employer. The COHE Program Operations Manager will serve as a primary liaison between the Department of Labor and Industries (L&I), COHE Project team members, and Harborview Medical Center.  May engage in growth/expansion efforts around additional HMC or UWMC clinics enrolling within COHE.

As the COHE Program Operations Manager, you will supervise COHE staff, oversee the activities of the health services coordinators, develop comprehensive budget including expenses and grant revenue, and prepare reports to monitor the performance of the program.  Perform professional level workers' comp system analysis (non-routine in nature) to inform decisions impacting end results for enterprise-wide business operations. Inform medical centers - from patient access to financial services (front-end to back-end), UW Risk Management Claims, Campus Health, and School of Medicine regarding integrating occupational health best practices into their service and curriculum.

  • Competitive Candidates will bring: ability to interact effectively with patients in the facilitation of care; basic knowledge of health care coverage; basic knowledge of hospitals geography and resources; excellent verbal and written communication skills; knowledge of medical terminology; solid understanding of electronic and IT systems relevant to COHE work at Harborview; knowledgeable and experience with L&I processes; and demonstrated ability to successfully navigate injury worker claims process.


  • Bachelors degree in a healthcare related or public administration field.
  • At least five years of experience in health care delivery systems to include extensive experience in: project management, staff and team supervision (human resources management and professional staff development).
  • An equivalent combination of education and experience may substitute for stated requirements.


  • Complex/chronic/polytrauma injured worker Washington State Workers' Compensation system knowledge.
  • Master's degree in Healthcare or Business preferred.
  • Experience in occupational healthcare, contract management, budgeting, team building, IT, data management, quality improvement/performance measurement, and process improvement, and community outreach/change management/relationship-building among diverse stakeholders.
