Job Summary:
Cleveland Clinic 340B Program is expanding in 2020. The Program Manager will function the primary resource for 340B program implementation, maintenance and oversight of designated programs. Responsible for developing the execution of activities for 340B Program, including policy and procedure development and application, data analytics, issues tracking/management, eligibility status reporting/tracking, quality assurance and summary analysis of audits, prepare and monitoring budget projections and other support functions. The position will be specifically responsible for management and analysis of 340B Contract Pharmacy relationships.

Job Responsibilities:
Develops, implements, manages and maintains operational systems and activities.
Ensures that 340B policies and procedures are developed and implemented according to organizational, regional, national, state, and federal requirements and guidelines and are approved by the appropriate parties.
Develop a regular compliance audit program.
Reviews regular monthly audit results performed by analysts on 340B program claims, reports findings, and recommends solutions to maintain program integrity.
Presents audit findings to 340B Directors and committees.
Escalates compliance concerns for resolution and determination of disclosure to create 340B program transparency.
Serves as a liaison with all levels of the organization and outside community.
Manages multiple priorities and projects with competing deadlines.
Allocates time to meet completion requirements.
Serves as a coach and mentor for other positions in the department.
Reviews and monitors adherence to Human Resources policies and corporate compliance procedures.
Prepares and presents program status as a leader of the 340B Steering and 340B Oversight Committees
Prepares monthly audit summary and presents findings to 340B Steering Committee and 340B Oversight Committee.
Provides recommendations to increase 340B Compliance and Cost Optimization
Reviews and assists with negotiations of new 340B Contract pharmacy Agreements, maintains all 340B Contracts.
Maintains relationships, billing services, and compliance with contracted 340B pharmacies
Assesses opportunities for cost savings and business improvements in 340B Contract Pharmacy utilization.
Ensures maximized compliance with all aspects of the 340B Program.
Other duties as assigned.

Manages implementation and maintenance of designated programs. Plans, develops and maintains systems and procedures. Acts as a liaison between department and outside communities. Serves as a coach and mentor for other positions in the department. Participates in budgetary process.

    Education:

    • Bachelor's degree in Business Administration, Healthcare Administration or related field.
    • Master's degree preferred.

      Certifications:

      • May be required for specific positions as per policy or regulation.

        Complexity of Work:

        • Requires demonstrated team, leadership, organizational, financial management and problem solving skills.
        • Strong presentation, communication and training skills required for most positions.

          Work Experience:

          • A minimum of six years of related experience; health care setting preferred.
          • Master's Degree may substitute for one year of experience.
          • Knowledge of statistical and financial analysis, primary research and business plan development.
          • Demonstrated team, leadership, organizational and problem solving abilities.

            Personal Protective Equipment:

            • Follows Standard Precautions using personal protective equipment as required for procedures.
