The Program Director is responsible for the overall cross-functional coordination of ICANN’s efforts to ensure its registration directory services are in compliance with data protection/privacy laws, including the European Union’s General Data Protection Regulation. This program encompasses a portfolio of multiple projects, initiatives, and functions across the organization. This is a highly visible role requiring a high degree of organization, leadership experience, management and communications acumen, and subject matter knowledge.

The Program Director will lead and work with a cross-functional Core Team consisting of representatives from relevant departments, responsible for defining and executing the work. Each Core Team member will direct project teams within their respective departments. Project teams will report on the status of their work to their respective Core Team representative, who will in turn report on the progress of the work to the Program Director. The Program Director will report to an executive Steering Committee which sets the vision and overall strategic direction for the program, including ensuring consistent and strategic communications, and oversees the program’s scope, budget, risks, and timeline.

The Program Director drives successful outcomes, working collaboratively and engaging constructively with internal and external stakeholders. This position may also be responsible for leading a team of direct reports and providing coaching, performance evaluation and support.

Key Responsibilities & Duties:

  • Serves as the central coordination point internally and externally for the program, working across the organization and with external parties, as relevant.
  • Responsibilities related to supporting Steering Committee:
    • Serves as administrator for Steering Committee.
    • Advises and makes recommendations to Steering Committee in its consideration of issues escalated to it and in other decisions made.
    • Tracks and reports on project scope, roadmap, progress, timelines, budget, risks, interdependencies, stakeholder dynamic and engagement.
    • Captures decisions and action items within 24 hours of the meeting, and works with program staff to ensure minutes are taken and distributed.
    • Prepares issue papers for Steering Committee and makes recommendations on decisions, as required.
    • Logs all decisions in a decision log.
    • Implements Steering Committee’s decisions.
  • Responsibilities related to supporting Chair of Steering Committee
    • Assists Chair with setting agenda and scheduling of Steering Committee meetings.
    • Reviews, discusses, and coordinates with Chair on issues to be raised to the Steering Committee.
  • Responsibilities related to facilitating the work of the Core Team
    • Works in close coordination with the program manager.
    • Project manages the cross-functional work of the Core Team, including development of program plan, and tracking/reporting, together with a program manager.
    • Schedules, sets agendas, and leads Core Team meetings.
    • Prepares project status reports per input from the Core Team members.
    • Captures and distributes meeting minutes that include decisions and action items within 24 hours of the meeting.
    • Logs all decisions in a decision log and escalates issues from the Core Team to the Steering Committee as needed.
    • Provides oversight of implementation to ensure it (1) adheres to Board-adopted policy recommendations and any other directives from Board, CEO, and Steering Committee; and (2) protects the organization.
    • Ensures Core Team’s work aligns with project strategies approved by Steering Committee.
    • Facilitates resolution of conflicting priorities and interests.
    • Defines/creates standards for project reporting by Core Team.
    • Escalates implementation issues to Steering Committee.
    • Communicates Steering Committee’s decisions to Core Team.
  • Responsibilities in support of project:
    • Monitors stakeholder dynamics and develops engagement strategy.
    • Coordinates external and internal communications activities, in coordination with ICANN Communications.
    • Coordinates with ICANN Finance to ensure proper project financial tracking and reporting.
    • Supports Board discussions and actions relating to the project.
    • Provides project updates to relevant stakeholders.
    • Proactively manages interdependencies and risks.
    • Ensures adherence to project governance roles and responsibilities.
    • Identifies, proposes, and implements project management process improvements.
    • Manages and interacts with contractors or vendors to ensure project deliverables meet quality and timeliness expectations.
    • Trains and supervises others on relevant projects and procedures.
    • Other duties as assigned or requested

Required Knowledge, Skills, and Abilities (KSAs):

  • Broad knowledge of ICANN’s mission, mandate, policy development processes and norms of engagement with stakeholders.
  • Demonstrated understanding of data protection/privacy issues, and the European Union’s General Data Protection Regulation, in the context of ICANN’s work and remit.
  • Demonstrated ability to independently manage resources and direct the execution of objectives, strategy, and approaches to critical strategic and design decisions.
  • Demonstrated ability to manage, lead and engage effectively cross functionally including with senior leadership, Board, and global stakeholders.
  • Demonstrated ability to succeed in complex, culturally diverse, and political environments.
  • Proven ability to inform and influence others through impactful presentations and writings.
  • Excellent communication skills including, at a minimum, written and verbal fluency in English
  • Ability to lead and work with a diverse workforce and community, in a highly visible and accountable role.

  • Highly tuned political, diplomatic, and social skills.
  • Proven ability to manage high-performing teams to meet tight deadlines.

  • Excellent facilitation and communication skills, with experience building agreement on complex issues.

  • Ability to solve complex issues in an ambiguous environment.
  • Working knowledge of Internet infrastructure, with a preference for knowledge of the Domain Name System.
  • Proven ability to communicate complex and often controversial information, concepts, policies and positions, both verbally and in writing, to internal and external audiences.
  • Comfort and experience working with all levels of business, including CEOs, other C-Suite executives and Board members.

Education and Experience Requirements:

  • Bachelor’s degree required, Master’s Degree in a related field preferred.
  • Minimum of ten (10) years of progressive work experience in project management and strategy, policy, or stakeholder relations, experience in global work environment preferred.
  • Proven track record in leading complex large-scale projects.
  • Experience with engaging with diverse stakeholders, boards, and cross functional teams.
  • Experience in managing in multicultural environments.
  • Demonstrated ability to prioritize and deliver time-sensitive work products to quality standards.


  • Must be fluent in English. Fluent written and spoken language skills in any of the additional United Nations languages is strongly preferred

Working Conditions & Physical Requirements:

  • Work is performed in a normal office environment with limited privacy and some exposure to background noise
  • Work Location is one of ICANN’s offices (Los Angeles, Brussels, Washington DC)
  • Ability to travel globally
