This Position can be either a G09 or G10 Based on Successful candidates qualifications. Employee will serve as Material Program Manager for the CEC Programs at the IDS site in St Petersburg FL. Specific responsibilities will include management, coordination and oversight of all ISC accountabilities.

Responsible to serve as liaison between Supply Chain and the program(s) IPT. Creates, manages and executes material program strategy (MPS) and the material program plan (MPP) to ensure program competitiveness and performance from the front end of the business through contract closure. Provides comprehensive Supply Chain support for Gates 0-11 activities and ensures IPDP compliance for the programs and tailoring when applicable. Key activities typically include: financial management (i.e., EV, budgets, targets, working capital, material forecasts, etc.); overall ownership of the supplier management process (i.e., Supplier Risk/Opportunity Management Plan, supplier performance, metrics, international issues, develop/evaluate the MB/MW strategy, the Collaborative Agreement process, etc.), and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc. The MPM may act as the Control Account Manager (CAM). Working at the front end of the business, the MPM identifies and secures Supply Chain resources to support the capture plan and manages the Supply Chain content of the proposal pipeline.

Tasks for the role will include management of ISC participation and input to the IPDS Gate process; definition of ISC IMS/IMP (Integrated Master Plan and Integrated Master Schedule) inputs to the program; aggregation, analysis and reporting of data financial (EVMS and EAC) and performance (quality and delivery) - to the program for all ISC activities; serve as ISC representative for and participate in all program level reviews and coordinate participation, as required, from other ISC functions. Employee will report ISC program status and communicate critical issues to both the external and internal customers, as well as offer solutions and implement corrective action within a timely manner. The position will require team building and working closely with other Cross Business Teams and Integrated Program Teams (IPT) to achieve both ISC and program objectives. This is a results-oriented role with specific attention given to customer satisfaction and risk management. This position a Salary Grade G10, the candidate's must meet the experience and qualifications as they relate to the skills, and responsibility requirements for the position. Only one position will be filled.
Specific responsibilities include: Oversee all ISC activities to ensure program objectives are met in a timely manner Supports planning, execution and reporting of material and labor budgets, Earned Value management, Estimate At Completion (EAC) reporting, Annual Operating Plan (AOP) Work as key contributor in a Cross Business Team (CBT) environment Supplier flow downs and Supplier Management Best Practices which include risk mitigation and material program plans Accountable for IMS material strategy development and execution of programs Develops and executes risk and opportunity management plans, include 6 Sigma activities. Supports business area proposals as GSCM Lead Supports leadership reviews including Gate reviews, Monthly Operations Reviews, EAC Reviews, Customer reviews, Program reviews Manages the operational, technical and financial health of subcontracting/material through assessments, measurements and metrics Required Skills: Minimum of 6 years of Supply Chain or related experience with related Bachelors degree. Or 4 years with related Master degree

Demonstrated experience in application and execution of IDS's Integrated Product Development System (IPDS) or similar business processes Demonstrated ability to communicate effectively, both written and orally

US Citizen and ability to obtain a DOD clearance
Bachelors Degree required in Supply Chain Management, Business Administration, Engineering, or other. Masters Degree preferred.

Desired Skills:

Advanced degree Certified Material Program Manager

Experience with PDM and PRISM EVMS Certification

Risk Management experience

Knowledge and experience working with FAR, DFAR Strong management and leadership skills Experience leading or supporting proposal efforts Strong analytical and prioritization skills required to effectively manage a large, complex Bill of Material

Ability to obtain an Interim level secret clearance within 30 days of employment and a final thereafter

Required Education (including Major):

Bachelor Degree in either Supply Chain Management, Technical Discipline, Business Administration or Finance

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
