Responsibilities

Performs research of complex public policy issues ranging from energy and health care to national defense and homeland security. Conducts research using both qualitative methods and quantitative methods, such as case studies, survey research, statistical analysis, and model building. Collaborates with technical staff to develop data warehouse. Uses spreadsheets and statistical database programs, such as SAS. Prepares policy reports and briefs of research and presents findings. Analyzes legislative proposals. Evaluates the effectiveness of existing government policies and programs and formulates recommendations regarding strategies to achieve identified mission.

  • Advise Government on technology and requirements for identity management and other related information sharing capabilities.
  • Prepare draft input to align government plans with identity and security technology.
  • Develop plans for test bed projects.
  • Prepare meeting summary reports regarding technical conferences.
  • Provide inputs to management reporting.
  • Review and provide draft comments on government technical plans from partner government organizations and agencies.
  • Ensure IT policy supports the mission needs of large federal agencies (e.g , OHS, Department of Defense (DoD), and other departments and agencies).
  • Develop a matrix to identify all FICAM documents and their correlation to each other for all environments.
  • Identify opportunities to innovate and deploy new identity and access management tools and approaches to effectively share, discover, fuse and enable timely action on terrorism-related information.
  • Coordinate strategic projects and initiatives across FSLT mission partners.
  • Provide project coordination for information technology, to include project planning, policies, and associated budget/resource planning.
  • Take meeting notes as required.

Qualifications

Requires 8 to 10 years with BS/BA or 6 to 8 years with MS/MA or 3 to 5 years with PhD.

  • To qualify for a Mid-level labor category, the candidate must possess, at a minimum, the following education and experience:
    • Bachelor's degree or equivalent experience (4 years of work experience related to the technical requirement against which the individual is slated to perform); and
    • Five (5) years of work experience related to the technical requirement against which the individual is slated to perform. If 4 years of equivalent experience are used instead of a Bachelor's degree, then a total of nine (9) years of work experience related to the technical requirement against which the individual is slated to perform are
  • Seven (7) or more years of experience in the IC, or other high security fields where technology is used for access management (e.g. working for/with a federal Chief Information Officer);
  • Advanced knowledge of privileged access management, to include public key infrastructure, identity management, attribute-based access control, digital policy development, protected-resource metadata tagging, attributable action audit technologies, and user entitlement provisioning and management; Advanced understanding of Government-wide strategies, programs, policies and processes related to IdAM, including: Federated identify management; the FICAM Program and Trust Framework Provider process; NSTIC; the National Strategy for Information Sharing and Safeguarding; and E.O. 13587;
  • Proficient analytical capabilities and discipline to identify and resolve complex issues and develop innovative solutions for supporting ISE mission business processes and requirements;
  • Experience drafting and following project plans, to include defining project goals, tasks, and risks, and estimating costs and schedules to achieve on-time, on-budget and on-spec delivery of PM-ISE supported projects; and
  • Skill at working in a team environment with excellent speaking and writing skills (to include some technical editing or related experience), and effectiveness in interacting with senior government, private-sector, academic, and contractor leaders.
