Job Description

PRIMARY FUNCTION: The PMEL Operations Manager II will have sufficient knowledge to understand, communicate, and manage the terms of the AFEC PMEL contract at the assigned location. This individual is responsible for the daily operations and performance of all work as defined in the Performance Work Statement (PWS).


  • Manage and control PMEL operations to conform to the requirements of the PWS, TO 00-20-14 and other applicable directives.
  • Manage and oversee technical operations, production efficiencies, and training at assigned location.
  • Direct and assign Lead Technicians and PMEL technicians in troubleshooting, aligning, repairing, modifying, calibrating, and certifying TMDE; oversee safety and security practices.
  • Formulate and enforce workload plans and work standards. Assign work schedules. Review discrepancies. Supervise the PMEL personnel.
  • Evaluate training and qualification requirements for all PMEL personnel. Coordinate training programs and requirements. Provide technical guidance and training to technicians.
  • Evaluate and review Quality Assurance and PMEL technicians performances to ensure QMS goals are met or exceeded
  • Interface with customers to report and resolve calibration/maintenance support issues and limitations.
  • Monitor the Quality Program to ensure the Quality Management System requirements are met.
  • Make data driven decisions to ensure continuous process improvement.
  • Direct and participate in root cause analysis. Implement required corrective action.
  • Interface with the Program Quality Manager to continuously improve laboratory operational effectiveness.
  • Interface with Program Manager to plan and formulate budget execution. Provide interim status reports on all accounts, establishes and maintains the property control system IAW FAR 45.5, and responsible for the contract performance, including quality of operations and management of resources within established budgets.
  • Serve as the locations interface with the Government Contracting Officer (CO) and/or Contracting Officer Representative (COR) and staff, and other Government representatives.
  • Communicate policies, purposes, and goals of the company to subordinates. Administer all hiring and evaluation processes.
  • Coordinate contract management tasks including manpower, budget, and funding requirements with Program Manager.
  • Manage additional duties as required by PWS and local policies.
  • Perform other related duties to meet the ongoing needs of the organization.


The Operations Manager II will be responsible for leading and directing the PMEL team, providing counsel and guidance to ensure all tasks are being completed accurately and efficiently. Additionally, he or she will be responsible for enforcing standards.


  • Highly knowledgeable of all facets of the US Air Force Metrology and Calibration Program, including the Management System and Quality Program.
  • Extensive experience in aligning, troubleshooting, repairing and calibrating advanced electrical, electronics, electro-mechanical, physical, dimensional, mechanical, optical, and thermal Test Measurement and Diagnostic Equipment (TMDE) in the assigned Precision Measurement Engineering Laboratory (PMEL).
  • Extensive experience in interpreting block, schematic, wiring and logic diagrams and technical data with the ability to train other technicians.
  • Advanced knowledge in calibration traceability, metrology techniques, laboratory practices and AFMETCAL Program functions and procedures.
  • Experience in contingency support, staffing, contract management, supply, transportation, civil engineering, maintenance data collection, integrated logistics feedback systems, inter-service and inter-departmental support agreements, reimbursement procedures, equipment scheduling, production, and material controls, facility requirements, support equipment material management.
  • Excellent computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
  • Ability to manage the PMEL Automated Management System administration to ensure accurate data entry.
  • Ability to read, interpret and teach documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with other crew members.
  • Must possess effective oral and technical written communication skills to clearly communicate information to others.
  • Ability to comprehend all applicable processes and, in turn, teach subordinates on the same.
  • Strong professional customer service skills, including active listening, prompt service and follow-up.
  • Strong decision analysis and problem solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management and subordinates.
  • Strong organizational skills with ability to establish appropriate priorities to meet contractual requirements.
  • Ability to learn and understand corporate policies and procedures and how they relate to goals.
  • High degree of self-motivation and the ability to work independently.
  • Ability to multi-task.
Job Requirements
  • High School Diploma or equivalent required.
  • Minimum of 10 years of verifiable positive US Air Force PMEL experience or equivalent.
  • Must satisfy background check criteria and be able to obtain a security clearance.
  • Minimum of 5 years recent experience in the management, administration and supervision of US Air Force PMELs in accordance with TO 00-20-14.
  • Must be able to provide documentation of a proven excellent record as a PMEL Manager. Quality Tech or Lead Tech would be acceptable to show readiness for progression.
  • Ability to read, interpret, and analyze block, schematic, and wiring diagrams, blueprints, and technical publications required.
