The Personal Banking & Wealth Management (PBWM) Global Wealth Management (GWM) Data Risk and Control Officer is responsible for providing data governance and oversight, operational risk management and controls leadership across the Global Wealth Management Business. The leader has full governance and oversight responsibilities of Data Governance covering all data capabilities including areas of Policy Compliance and Controls, Data Quality, Data Concerns and Remediation of Data Quality Issues, Data Trace, Data Lineage, Data Controls, and the Model Risk Management Attestation process for the Global Wealth Management business. This leader is accountable for ensuring that the Global Wealth Management business are compliant with the Citi Data Governance Policy (CDGP), Global Privacy, and Records Management Policy, the associated regulatory requirements, and laws, rules, and regulations. This includes responding to regulatory requests (MRAs MRIAs etc.) and ensuring that as it relates to Data Governance, that the data used in business critical and regulatory processes, including regulatory reporting and executive business decision processes is accurate and fit for use.


This position will report to the PBWM and Legacy Franchise Data Risk and Control Head.


**POSITION DESCRIPTION:**


+ 15+ year of Data Governance and/or Operational Risk Management experience

+ Experience with Data Governance and Oversight, Operational Risk and Controls is a plus

+ Travel Requirements: 40 50%


**The successful candidate will be able to execute against these core responsibilities:**


+ Provide strategic leadership, management, governance, and oversight in partnership with the Business Stakeholders, the PBWM and Legacy Franchise Federated Chief Data Office, Technology and Operations.

+ Partners with GWM businesses globally to meet, data quality, and data maturity needs and requirements and ensure adherence with the Citi Data Governance Policy and Standards.

+ Duties include staffing, planning, budgeting, policy formulation, training, execution and implementation of key governance, oversight, risk and controls business and regulatory initiatives.

+ Management, staffing, development, evaluation, and assessment of Off-shore resources when applicable.

+ This role will partner with the Business Stakeholders, PBWM and Legacy Franchise Federated Chief Data Office, Technology and Operations in the documentation and development of standardized Data Governance, Processes and Procedures This includes ensuring that all required documentation and process are either in place or plans have been documented to establish these processes and procedures for the Global Wealth Management business.

+ Provide governance and oversight covering all data capabilities and data governance requirements to manage and facilitate compliance with the Policy and Standards, and verify that procedures are documented and in place for all data capabilities.

+ Partner with the Business Stakeholders, PBWM and Legacy Franchise (LF) Federated Chief Data Office Data Owners, Technology and Operations to ensure that preventative and detective controls are in place throughout the data lifecycle. This role is responsible for ensuring that effective controls are in place across the GWM business. This role will conduct control assessments, including Management Control Assessment (MCA), to monitor and measure control effectiveness.


+ Play an active role as a participant in the GWM Data Council.

+ Develop, gain agreement and approval and promote Data Governance processes and standards across the GWM business and lead the process to gain alignment on the Citi Data Governance Policy and PBWM & LF Federated Chief Data Office requirements

+ Document and distribute policy, regulations, rules, definitions, and standards as it relates to Data Governance and Data Management to the GWM business.

+ Provide Governance and Oversight and lead Data Governance goal setting and ongoing management process and ensure that targets are met

+ Participate and provide governance and oversight for Data Governance related GWM reporting requirements, coordinating across the GWM business

+ Provide regular updates to the GWM CEO and designated Business Owners on Data Governance activities and progress as it relates to compliance with the policy, regulatory commitments, and engagements with second and third line of defense

+ Report on Data Governance initiatives to the PBWM & LF Federated Chief Data Officer, Data Risk and Control Head, Data Owner, and other management committees

+ The role will identify and partner the Business Stakeholders, the PBWM & LF Chief Data Office, Data Risk and Controls Office, Technology and Operations, to implement or modify necessary policies, procedures, and/or system/technical enhancements to fill current and future Data Governance gaps

+ This role will perform data and platform end user management assessments to ensure that data is accessed, used, stored, monitored, and measured effectively.

+ Governance and oversight responsibilities include the data, authoritative data source, and report certification process.

+ Collaborate with the PBWM & LF Chief Data Office, Data Risk and Control Office, Enterprise Chief Data Office (ECDO) and Information Security to identify gaps and implement corrective actions as appropriate

+ Ensure data privacy, data usage, storage, and retention requirements are met in alignment with related policy requirements as all of this could present risk to the use, quality and availability of data across the GWM business.

+ Lead and engage in governance and oversight of data privacy and records management requirements and take on some responsibilities in this area to ensure that data is accessed, used, stored and retained in accordance with the Citi Data Governance, Global Privacy, Records Management, and Information Security Policies

**Qualifications**


**Business and Technical Requirements**


+ Bachelors Degree

+ 15+ years experience in Financial Services and analytical work experience with a strong understanding of data, databases, data tools etc.


+ Experience managing at a senior level

+ 15+ years experience with defining and implementing data quality programs to improve business management and regulatory compliance functions

+ Direct experience in the design, delivery and management of consumer banking products and services (deposits, loans, mortgages, investment and insurance products) across several geographies and jurisdictions would be a plus

+ Highly effective collaboration, problem solving and communication skills across many levels of business and functional stakeholders

+ Progressive experience in delivering large-scale change initiatives impacting people, culture, process and technologies

+ Proven delivery of multi-line of business solutions under highly visible contractual, regulatory or financial constraints


+ Strong understanding of relevant business processes and data segments

The Operational Risk Sr Group Mgr manages multiple teams through other managers. In-depth understanding of how own sub-function contributes to achieving the objectives of the function. A good understanding of the industry, direct competitors' products and services, is also necessary in order to contribute to the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Responsible for executing functional strategy in area managed. Determines approach to implementing functional strategy. Accountable for end results, budgeting, planning, policy formulation and contribution to future strategy of the area(s). Impact reflects size of team managed, strategic influence on the business and interaction with other functions or businesses. Full management responsibility for multiple teams, including management of people, budget and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval. **Responsibilities:**


+ Establishes and oversees the application of operational risk policies, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.

+ independently asses risks and drive actions to address the root causes that persistently lead to operational risk losses by challenging both historical and proposed practices.

+ Governance and oversight may include (not limited to) technology operational risk, cyber risk for example.

+ Works with colleagues in other areas of Risk Management, Finance, Compliance/Control and the Businesses to assure appropriate management of Operational Risk processes:

+ Facilitates accurate and appropriate reporting of operational risks to senior management and the Board of Directors.

+ Promotes the use of risk indicators.

+ Supports corporate initiatives, including those related to Operational Risk and the alignment of capital assessments with risk management objectives.

+ Drives the strategic direction of Operational Risk Management for the Consumer group, working with colleagues around the globe to:

+ Identifies emerging operational risks in the context of the current economic, regulatory and business environment and assure that measures are being taken to mitigate these risks.

+ Analyzes operational risk data (typically losses, metrics or assessment results) to identify areas of excessive risk and to ensure that mitigation efforts are having the desired effect(s).

+ Investigates causes for metrics that are deviating from trends and escalate situations that pose excessive risk(s).

+ Identifies root causes of major internal losses and ensure actions are taken to reduce the risk of loss from similar causes.

+ Upholds the Operational Risk Policy:

+ Provides Operational Risk oversight to assure policy and regulatory compliance.

+ Facilitates adherence to specific regulatory requirements for the Consumer franchise, including the International Convergence of Capital Measurement and Capital Standards ('Basel II').

+ Interfaces with Regulators on Operational Risk matters.

+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


**Qualifications:**


+ 15+ years relevant experience

+ Experienced in Operational Risk. Knowledge of other risk disciplines (market risk, credit risk) a plus.

+ Demonstrated analytical ability; asks insightful questions, break analytical challenges into workable components and draws meaningful conclusions. Well versed in breaking down complex matters into core issues and root causes that can be more readily addressed.

+ Proficient in developing new ideas to mitigate risk and improve current processes.

+ Prioritizes high impact potential problems effectively. Consistently reads different situations accurately and takes appropriate action to gain senior colleague/ client commitment. Articulates clearly how risk technology supports unit's business, as well as the issues due to gaps between the current technology and known business requirements. Ability to measure and assess the impact of stress shocks including fat-tailed risks. Well-versed in reviewing the dimensions of franchise risk.

+ Advanced Leadership skills Operates as a leader, with an understanding and appreciation for diverse backgrounds.
