Northrop Grumman Defense Systems is searching for an Operations Program Engineering Manager to support a multiple program production environment. This position will manage a team of 4 - 5 Operation Project Managers (OPMs) in support of various hardware assembly and integration programs. Manager will provide leadership and guidance to the OPM team, perform performance evaluations, standardize OPM processes, and align the group with Defense Systems manufacturing practices. Manager will provide support to OPMs on key programs in excess of $50M (labor and material), and perform OPM duties as individual contributor on particular programs. The manager will be required to interface with program management, engineering, and manufacturing functional support organizations (Mfg. Eng., Assembly and Test, Production Control, Material Requirements Planning, Supply Chain Management and Mission Assurance) during all phases of program execution to insure efficient communication and problem resolution. Will guide OPMs to ensure that programs and contracts are executable with respect to material delivery, overall production schedule, and product structure. May facilitate self-directed work teams, provide training in core skill areas to OPM team. Candidate will also be able to manage program budgets in an earned value management environment relative to both manufacturing labor and material costs, and will be required to provide EVM guidance to OPMs. Must be detail oriented and have the desire to constantly improve the production environment. Possess good written communication skills to document work performed, and be a team player. Candidate must be fluent in full Microsoft Office Suite.

This position requires direct interface with the Customer, Program Manager, Business Management, Contracts, Engineering, Manufacturing and Manufacturing Support teams in support of program reviews, objectives, and schedule. This position will also represent Manufacturing/ Production at all program and customer reviews; developing and presenting status, data, metrics and charts.

**Qualifications:**

**Basic Qualifications:**

+ Bachelor's Degree in Business, Industrial and Systems Engineering, or Technical Field
+ At least 10 years of experience, some of which must include relevant manufacturing experience in a DoD hardware contract environment in a technical or project or program management role.
+ Experience leading small diverse teams working in a cross functional team environment
+ Detailed understanding of Earned Value Management with demonstrated experience as a Cost Account Manager

+ Proven experience with presentation/briefing development

+ Demonstrated skills in the organization and execution of tasks and projects
+ Experience supporting DoD proposal activities that includes BOE development, Integrated Master Schedule input, and writing contributions on multiple proposal activities.
+ Experience with SAP or another Enterprise Resource Planning system
+ Previous experience leading and managing teams
+ Ability to obtain a Security Clearance

**Preferred Qualifications:**

+ PMP Certification
+ Experience as Volume Lead on DoD proposal activities
+ Demonstrated experience developing and presenting briefings to Director and Vice President levels in a DoD environment and/or military experience briefing at the General officer level
+ Experience defending proposal input in non-advocate reviews and independent cost evaluations
+ Experience in several of the following areas: Materials Resource Planning, Production Control, Manufacturing Engineering, Program Management, Supply Chain, Hardware Design Engineering, Mission Assurance, shop floor management, Production Scheduling
+ Ability to read and interpret engineering drawings and advanced interconnect diagrams
+ Experience in Lean Manufacturing and Continuous Improvement concepts
