Responsibilities

Description:

Serve as a Mission Capability Engineer for the NTM-L Project, engineering and integrate a new Motion GEOINT capability into the NSG driving mission tradecraft transformation. Provide System Engineering & Integration (SE&I) & GEOINT domain expertise, leading NTM-L agile, time-phased (e.g., Pre- and Post-IOC) capability implementation planning. Key contributor to the NTM-L GPMO maintaining the program technical baseline, leading technical implementation and integration, and coordinating across the GPMO with mission partner and segments. Ensure alignment to NGA and Joint Enterprise Effectivity/ IOC capability deliveries, current and future technology insertions, and future state visions for Enterprise technical architecture & analytic tradecraft. Assess NSG Enterprise mission needs, priorities, work flows. Provide technical analysis and recommendations. Manage Capability Effectivities and IOC entities. Engage in Joint Enterprise Test & Transition planning and execution, Quarterly Incremental Program Reviews (IPRs), and MSA Control Gates/Milestone Events [e.g., Ground Readiness Review (GRR), Operational Readiness Review (ORR)]. Employ agile mission solution integration approach, decomposing mission needs into total systems solutions that acknowledge technical, schedule, and cost constraints.

Successful candidate must have demonstrated knowledge and hands-on experience with:

  • Enterprise roadmap planning, delivering time-phased capability-based Effectivities/IOCs
  • NGA Systems/Segments comprising end-to-end Tasking, Processing, Exploitation/Analytics, and Dissemination process
  • Enterprise agile principles, methodologies and development/integration processes (e.g., SAFe)
  • Enterprise integration, test, release management of large, complex system-of-system architecture
  • Major System Acquisition (MSA) (e.g., Ground Readiness Review (GRR), NGA (Incremental Program Reviews (IPR), and Joint Enterprise Control Gates/Readiness Milestones (e.g., Test Readiness Review (TRR), Operational Readiness Review (ORR))
  • GEOINT data providers, systems/segment and content sources

Specific responsibilities include, but are not limited to:

  • Key Contributor to NTM-L Project Lead & GPMO maintaining NTM-L technical baseline engineering /integrating phased NSG Enterprise capability delivery (e.g., Pre- & Post-IOC) for new data source
  • Assess Mission Partner capability delivery plans and NGA Segment program plans (acquisition and technical) ensuring alignment, arriving at Joint time-phased approach with Joint Enterprise Milestones
  • Identify time-phased Enterprise Capability dependencies, conducting risk analysis, mitigation planning, and AOAs, to minimize NTM-L Roadmap implementation impacts
  • Identify current baseline technology/capability gaps as opportunity for future strategic roadmap planning
  • Work with the NTM-L Source & Analysis Support Team (SAS-T) to understand Mission needs, and through needs requirement analysis and prioritization, identify functional needs gaps with respect to NSG/ASG User Needs and program into the NTM-L Roadmap
  • Collaborate with NTM-L Project Lead in scope definition & detailed technical planning for Enterprise Milestone Events/Reviews (e.g., GRR, ORR) & Effectivities/IOCs in current/future NTM-L baselines
  • Review NSG RFCs (NGA and Joint) to assess and identify impacts to the NTM-L Capability Roadmap
  • Lead, Coordinate, Engage in NGA & Joint Enterprise Working Groups, TEMs, and User Forums
  • Engage in Milestone Readiness Events (waterfall and agile) to evaluate System/Segment readiness and Design and satisfaction of NTM-L Roadmap capability deliveries
  • Identify/track/mitigate/resolve tech risks/issues related to phased NTM-L capabilities implementation
  • Conduct studies/trades/analysis, to identify dependencies and issues requiring corrective action or decisions to maintain mission capability cost, schedule, and performance

Qualifications

Required Qualifications:

  • BS in Engineering, Computer Science, Information Systems, Math, or equivalent experience
  • 16 years SE, SI, or systems development experience, with 10 years of recent agency-specific experience
  • Ability to work independently and within a team environment
  • Good customer teaming skills; ability to lead/collaborate in cross-functional multi-disciplinary teams
  • Strong interpersonal, problem-solving, organizational, multi-tasking skills; ability to lead TEMs
  • Strong oral, written communication, presentation skills with Senior USG Leaders, GPMO and other Contractors

Desired Qualifications:

  • MS in Engineering, Computer Science, Info Systems, Math, or related scientific or technical discipline
  • IT credentials and certifications (e.g., DAWIA, PMP, INCOSE, ITIL, CISSP and SAFe Agilist, SCM)
  • In-depth knowledge of NGA System/Segments and workflows comprising Tasking, Processing, Exploitation/Analytics, Dissemination cycle, & understanding of interdependencies of NSG capabilities
  • Experience with Enterprise multi-system integration, test, release management of large complex system -of-system solution architecture (including Enterprise Control Gate/Milestone Readiness Events, Test design/planning, artifact generation, event planning, test direction/execution, DR generation/tracking)
  • Hands-on experience implementing multi-phased, complex Enterprise Capability Roadmaps across multiple Effectivities/IOCs using a system-of-system solution approach through test & transition events
  • Large scale systems integration experience in IC/DoD working with GPMO and related segment PMOs
  • SE&I SLC SME (e.g., CONOPS, Requirements Engineering, design-to-architecture compliance)
  • Experience leading coordination across NTM-L Project, mission partner, NGA/Analysis & Source, NGA System Segments (e.g., GIMS/GOM, IEC, Cedalion, ASC, MSP, AE, GVS, GSR, iStore, FCMS, NCL/ODS, and TMA), to drive cross-Agency Enterprise Capability Roadmap planning and execution
  • Hands-on experience with NGA to Mission Partner Interfaces (current and future ground architecture)
  • In-depth knowledge of GEOINT Data Providers and the products (Raster and Vector) that they deliver
  • Hands-on experience with Motion GEOINT (e.g., standards, products, sources, Enterprise architecture)
  • Experience in Tradecraft initiatives (e.g., SOM, ABI, Model Driven Collection, Automated Strategies)
  • Knowledge of NGA acquisition, baseline control, and change management (e.g., RFC) processes
  • with SAFe Agile principles, methods, development/integration processes executed at Enterprise level (user story generation, sprint/scrum development, backlog management retrospectives, test-driven development)
