The facility at the Aberdeen Proving Ground is the center for the Identification Friend or Foe (IFF) product line. This business is focused on the design and development of IFF products including Transponders, Air Interrogators, Ground Interrogators, Crypto devices and Antennas. The site performs engineering management activities from design concept through product qualification, program management of design and production programs and contract activities. The site manages and provides support to the remote manufacturing facilities.

Space and Airborne Systems is seeking an experienced professional as Mission Assurance Lead (MAL) to implement and manage processes to deliver compliant systems and specific customer quality flow down requirements throughout program lifecycles. The Mission Assurance Lead is responsible for supporting programs ensuring that Mission Assurance requirements are met using approved processes and procedures. The selected professional will create or tailor existing planning to administer customer and internal quality requirements to the program teams and supply base. Key Responsibilities may include, but not limited to the following:

Act as a Mission Assurance (MA) representative on a Program team and/or capture teams, planning and implementing the program quality system.

Identifies the mission assurance needs of assigned projects/products, and develops and executes the mission assurance plan.

Works with the project team to assure compliance to product and process guidelines while supporting the business goals.

Communicates Mission Assurance needs to the team.

Asserts influence and an independent thought perspective on customers, vendors and internal leaders to assure efforts are properly focused on customer requirements associated with mission success.

Act as an educator and facilitator to help the team meet business goals while understanding and meeting the requirements of mission assurance/quality plan.

The MAL may interface directly with customers during quality or technical reviews or in the event of quality escapes to the field.

Provide program oversight to assure quality tasking is accomplished within budget, on time and as defined in program planning.

Define, collect, analyze and maintain MA metrics.

Establish customer relations and process and validate customer corrective action requests.

Engage as a member of the failure review boards (FRB) and Failure Reporting and Corrective Action System (FRACAS) investigation team.

Assess impact of potential customer escapes.

Co-chair Program Corrective Action Board (CAB) to meet measures and metrics from leadership reviews.

Ensure independent reviews and assessments of program performance are performed, including independent technical assessments of systems engineering, Quality Assurance (QA), lessons learned, technology, production and programmatic (cost, schedule, and risks) practices assuring Quality Management System (QMS) processes are defined and implemented.

Review and approve the Engineering program documentation, including specifications, requirements, specification control drawings, altered item drawings, assembly drawings, test plans, procedures, instructions and standard operating procedures prior to release for correctness to technical standards.

Act as the voice of the customer to independently assure mission success.

U.S. Citizenship status is required as this position will require the ability to access US only data systems.

U.S. Citizenship status is required as this position needs an active U.S. Secret Security Clearance within one year of start date.

Required Skills

Minimum of 8 years of experience in Quality, Engineering, Operations, and/or Program Management.

Application and adherence to Quality Management Systems IS0 9001 and AS9100.

Working knowledge of Industry and Government Mission Assurance Requirements and Standards.

Ability to collaborate with program team members to develop practical solutions to complex problems.

Ability to lead and perform root cause and corrective action of product and process issues.

Experience in predictive and proactive measures and metrics assessments and leading actions to improve performance or mitigate problems.

Practical knowledge of systems engineering, reliability and system safety requirements.

Experience in risk & opportunity management, assessment, mitigation and capture.

Experience in program pursuit and capture and completion of Basis of Estimates (BOE)

Ability to gain Secret Level Security Clearance.

Desired Skills

Prior experience in the Aerospace or Defense industry.

Experience in supporting External and Internal Quality System or Product/Process audits.

The ability to maintain positive relationships with program management, cross-functional program leadership, suppliers, customers and government representatives.

The ability to lead, coach and mentor others in routine settings and difficult situations.

Possess a Six Sigma Specialist or Industry Six Sigma Greenbelt Certification.

Working knowledge of a proven close- loop corrective action system.

Experienced in Earned Value Management and Risk and Opportunity Management.

Experience with Material and Failure nonconformance review boards (MRB/FRB).

Experience with IPDS/gating or program phasing (nonrecurring/recurring activities).

Experience in leading teams in performing to expectation.

ASQ Quality Certification.

MA Cert MAL Level 3 or HW Quality Level 3.

Strong written/verbal presentation skills.

Proficiency in Microsoft Office Word, Excel, and PowerPoint.

Current Secret Level Security Clearance.

Required Education

Bachelor of Science Degree in Science, Technology, Engineering, or Mathematics

Bachelor of Art Degrees in an appropriate field of science (Computer Science, Chemistry and Physics)

Bachelor of Arts Degree in Mathematics

Desired Education

MBA or Masters Degree in Science, Technology, Engineering, or Mathematics
