Northrop Grumman Mission Systems has an opportunity for a Management of Resource Planning to lead the Demand/Resource Management organization and lead a team of Project Management professionals. This role encompasses collaboration, coordination and to facilitate resource needs across the business unit in support of meeting performance objectives and achieving long range desired growth, people leadership, in addition to other duties as assigned, and is specifically located in the Annapolis Junction, MD area.

This role will also focus on team leadership and management of direct reports in the domain of Project Management/Resource Managers. Responsibilities include staffing and workload forecast; employee inclusion, engagement, mentoring and career development; employee training and identification and training of skills required to execute on programs. The responsibilities include the recruiting, sourcing, onboarding, performance management and contract maintenance for the contractors working in this discipline and geographic area. The position requires the leader to communicate not just with CIMS Program Managers, but also leaders in the Engineering Matrix at Business Leaders at the Executive level. Consequently, excellent verbal and written communication skills are required.

**Responsibilities will include but not limited to the following:**
Obtain a working knowledge of programs, captures and IRaDs across the Business Unit
Identify and clear roadblocks to staffing through collaboration with E&S, Global Supply Chain, and programs at the operating and business unit level
Lead coordination with Program Managers, Business Managers, and Business Development to determine staff demand for each program and capture/proposal
Coordinate with E&S and TA to signal staff demands for the Business Unit
Establish process and business rhythm to place staff per the demand, to include:
o Standardized best practices for communication, collaboration, tracking and reporting across all programs within the Business Unit
o Facilitate aligning new staff to the appropriate program, capture and or IRaD
o Establish and de-conflict requisition priorities for E&S Leadership and TA
o Work with the team to on-board new staff
o Provide metrics to the business unit and division that monitors staffing progress and assists with predicting financial performance
o Partner with division E&S director to provide E&S metrics on hiring data



**Basic Qualifications:**
Bachelor's degree in a technical or business area or 9 years of professional work experience required
10 years of combined experience with one or more of the following areas
o Program or project support or coordination
o Recruiting Management or Recruiting Team Lead
o Project Management
o Resource planning
o Program management
Demonstrated leadership experience
Active Top Secret Clearance/SCI clearance

**Preferred Qualifications:**
Active TS/SCI w/Polygraph desired
Program Management experience
Management experience of large teams supporting various projects
PMP Certification
