Northrop Grumman Defense Systems is seeking a qualified Manager Cyber Systems Engineering to lead a diverse team of cyber engineering professionals providing secure DoD communications around the world. The position may require travel to Mobility Air Force (MAF) sites both CONUS and OCONUS. The position is located in Orlando, FL.

Possess excellent verbal and written communication skills and are comfortable engaging with the internal and external customers. The candidate will have a current full-time Program assignment that should comprise 80% of their daily duties; with a subset of the time, 20%, allocated to Functional Management duties, which fluctuate throughout the year due to business needs and the performance management cycle.

**Management Responsibilities include but are not limited to:**

+ Day-to-day communications, performance assessment and feedback, career counseling, mentoring and coaching, professional development, employee rewards and recognition, and resolving personnel issues and managing staff
+ Recruiting, interviews and hiring, and work force planning
+ New business acquisition, proposal and special projects
+ Identifying and implementing new or improved tools and processes to increase team efficiency

**Technical Responsibilities include but are not limited to:**

+ Performing vulnerability mitigation and remediation
+ Developing and managing schedules for cybersecurity efforts
+ Implementing and maintaining a threat hunting program on multiple networks
+ Development and maintenance of a Plan of Action and Milestones (POA&M)
+ Monitoring program for security violations and incident response
+ Developing a STIG assessment program.
+ Authoring and maintaining program policy and procedures

**Qualifications:**

**Basic Qualifications:**

+ Active Secret Clearance
+ Bachelors of Science degree in Engineering, Computer Science, or closely related discipline with 7 years of applicable engineering experience; 5 years with MS; 0 years with PhD. 10 additional years of experience may be considered in lieu of a college degree.
+ Demonstrated knowledge of Systems Engineering and security practices, network technologies, system development life-cycles and methodologies, and insight into information technology infrastructure management/monitoring and applications
+ Understanding of network architectures, Active Directory, and Group Policy management
+ Experience developing guidelines, monitoring policies, and enforcing standards for cybersecurity frameworks and industry best practices supporting National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53, CNSSI 1253, and DoD Risk Management Framework (RMF) execution
+ Prior experience with performing Risk Management Framework (RMF) and using agile methodologies
+ Current DoD 8570 Certification IAT Level III or higher, or ability to obtain one within 6 months

**Preferred Qualifications:**

+ Proven interaction in a distributed team environment
+ An advanced degree in Engineering, Computer Science, Computer Engineering, or other STEM discipline.
+ Prior experience in engineering functional management is a plus
+ Proven leadership qualities and strong interpersonal skills
+ Demonstrate exemplary professionalism and ability to maintain composure in stressful situations
+ Demonstrate strong team-building/collaboration skills
+ Demonstrated ability to build diverse/inclusive teams with engaged team members
+ Demonstrated mentoring and coaching skills, and excellent 2-way communication skills (upward and downward)
+ Previous experience leading a team of 5-12 employees with a record of on-time performance
+ Previous experience in developing proposal inputs (task descriptions and basis of estimate)
+ Time management and organizational skills to prioritize across concurrent program and functional responsibilities
+ Experience as an appointed senior Information Systems Security Officer (ISSO) or Information Systems Security Manager for a DoD program.
+ Experience managing multiple complex security authorization boundaries at different classifications.
+ Experience managing an Incident Response Team.
+ Experience developing, maintaining, and enforcing cybersecurity training.
+ Experience with eMASS and Archer.
+ Familiar with contingency planning and disaster recovery operations.
+ Familiar with boundary protection and network security methodologies.
+ Experience implementing CMMC level 3 or above
