The UW Libraries is one of the largest and most innovative libraries in North America with extensive collections in print, electronic, and other formats. Providing services to three campuses, the UW Libraries also plays a significant leadership role regionally and throughout the profession. The University of Washington Libraries serves the students, faculty, and staff of Cascadia College and the University of Washington Bothell. The Campus Library is positioned centrally on this co-located campus, which is 18 miles north of Seattle in Bothell, Washington, on the un-ceded ancestral lands of the Coast Salish people, specifically the homelands of the Willow (Sammamish) People. 

The Library engages in the full spectrum of scholarly and teaching activities across campus, and plays an essential role in the learning, teaching, research, and community partnership work of the campus through access, collections, consultations, digital scholarship support, events, instruction, reference, service, and technology.  The Library aspires to continually meet the changing needs of our user communities through agile and innovative approaches.

Reporting to the Associate Dean of University of Washington Libraries & Director of the UW Bothell and Cascadia College Campus Library, the Administrative Manager is the lead administrative staff person for the Library.  The Administrative Manager develops, implements, coordinates, and monitors financial operations.  The Administrative Manager plays an active role in strategic planning and program assessment as a member of the Librarys Leadership Team.

Duties and Responsibilities
Budget Oversight: 
Oversees spending on the Librarys ongoing funding (general operating funds and revenue) and temporary allocations.  Oversees budget reconciliation (operational spending and payroll). 
Approves expense spending and salary transfers in UW budget systems.
Verifies budgeted amounts and payroll distributions for accuracy and requests needed budget revisions and payroll adjustments. 
Oversees fiscal records retention strategy in compliance with the UW Retention Schedule.
Works with the Librarys Head of Collections to provide information to Libraries Financial Services regarding budgeted amounts and funding sources for collections purchases.
Provides support to the Head of Collections for general information on UW budget systems and process spending transfers. 
Works with Library Technology Services to manage spending on Student Technology Fee and Student Activities Fee revenue. 

Budget Development, Analysis, and Forecasting: 
Working with the Associate Dean, prepares annual budget requests for submission to UW Bothell and Cascadia College; builds and develops yearly and biennial budgets for permanent and temporary budgets based on fixed costs and spending planning; provides strategic budget analysis using a variety of sources including salary analysis, spending trends, assessment of available funding sources for appropriateness, and modelling based on past, current, and anticipated future spending patterns. 
Serves as primary budget liaison and point of contact for UW Bothell Fiscal & Audit Services and Institutional Budget and Planning. May also liaise with Libraries and Cascadia College finance staff.
Serves on the UW Bothell Administrators Council. 
Works collaboratively with the UWB IT Administrator to oversee and manage spending of IT funds related to the Libraries Cascadia Services Agreement.

General Unit Administration:
Supervise 2 classified staff (1.5 FTE). 
Library Administration unit responsibilities include fiscal support, building coordination, and human resources support.
Understands and abides by the Libraries Personal Communication Responsibilities. Communicates appropriately, effectively and positively. Plays an active role in staying informed and participating in Libraries and unit meetings, activities and events.

In collaboration with Library staff, develops and maintains processes and procedures for organizing and managing Library assessment data; contributes to the development of dashboards, visualizations, and other tools for the effective analysis and communication of data; prepares data for reporting to external agencies, including ACRL and ARL.
Works collaboratively with the Libraries Director of Assessment, the UWB Office of Institutional Research, and Cascadia Office of Institutional Effectiveness. 

Oversees compliance and business processes for purchasing in UW procurement systems. Develops and implements internal controls and procedures. Serves as primary point of contact within the Library for budget and purchasing questions related to compliance with UW policies.

Oversees travel processes.
Acts as funding approver for travel. 
Oversees tracking procedures for staff travel.
Provides timely and accurate information to staff regarding Libraries and UW travel policies and procedures.

Personnel Management:
Serves as the primary liaison to Libraries Human Resources. 
Oversees support for staff and student employee recruitments

Bachelor's degree in Business or related field, or equivalent experience.
At least 2-3 years of relevant work experience in finance and program management.
Demonstrated commitment to diversity, equity, and inclusion, and an understanding of the contributions a diverse workforce brings to the workplace.
Demonstrated fiscal management, analysis, and reporting skills and experience.
Well-developed interpersonal skills, including the ability to communicate effectively (both verbally and in writing); to listen to and respond to people from diverse backgrounds; and to develop productive, ongoing collaborative working relationships.
Demonstrated ability to establish and manage priorities and workflows.
Experience with Microsoft Office suite including Excel and Word.

Experience working in a higher education setting.
Working knowledge of University Budget and Personnel Systems such as MyFD, BGT, ARIBA, Workday.
Demonstrated interest in program assessment, including qualitative and quantitative survey methods and data visualization.
Demonstrated interest in the role of academic libraries in higher education.
