The job: Bring your maintenance and operations experience to ODOT! This position functions as the senior manager within the Maintenance & Operations Branch (MOB) in its mission to lead and support statewide delivery of Oregon’s $472 million dollar maintenance and operations program.

In this role, you will collaborate with the Maintenance and Operations engineer in defining and setting strategic direction for the branch, and leading and supporting maintenance program development and strategies.

What you will be doing:

  • Lead evaluations and reviews of the existing MOB programs and develop, prepare, prioritize and implement changes.
  • Evaluate changes in departmental direction and policies.
  • Lead in the evaluation, development, response and follow-up for legislation that will affect maintenance and operations.
  • Prepare and present facility management strategies, budget development documents, legislative concepts or other policy documents.
  • Develop and implement statewide strategies for management, facilities management, fleet management, maintenance services levels, human resources committees and others across the agency.
  • Lead assigned programs through analysis of delivery systems, program procedures, program effectiveness, responsiveness to agency needs and statutory requirements.
  • Responsible for direction and management of a variety of federally or state funded special programs on behalf of the Statewide Maintenance & Operations engineer.
  • Supervise a variety of technical and administrative staff and the modernization of the program and for developing, communicating, seeking buy-in and implementing continuous improvements to statewide maintenance and operations practices.
  • Ensure current and appropriate maintenance-related training and specialty program oversight statewide.
  • Work is performed in both an office and field environment. 
  • Requires frequent contact (in person, by phone, and in writing) with agency administrators, maintenance and operations crews, and with stakeholders with competing demands/agendas and the public regarding situations that may be emotionally charged or hostile. Conditions require the ability to effectively calm situations and to handle issues involving distraught members of the public or staff.
  • Field work is done in all types of weather conditions including storms, snow, heat, rain, floods, landslides and other adverse conditions.
  • Travel within the state is expected, including traveling by automobile or mass transit to meetings, visiting field offices, maintenance facilities or worksites where there is exposure to traffic, weather conditions or air traffic concerns.
  • Overnight and out-of-state travel may be required.

To qualify, you must have:

  • A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering.


AND either:

  • Four (4) years of management experience in a public or private organization, which included responsibility for each of the following:
    a) development of program rules and policies
    b) development of long- and short-range goals and plans
    c) program evaluation and
    d) budget preparation.

OR

  • Three (3) years of management experience in a public or private organization, which included responsibility for each of the following:
    a) development of program rules and policies
    b) development of long- and short-range goals and plans
    c) program evaluation and
    d) budget preparation
    AND
  • 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

Additional Salary Information: Salary includes a 17% pay line exception due to recent market analysis. The State of Oregon pays 95% of employee's medical/dental benefits. Employee is responsible for 5% of the premium, taken out monthly.
