This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open June 1, 2020. The initial cut-off date for referral of eligible applications will be approximately 7 days after the opening of this announcement with subsequent referral lists being generated throughout the open period as vacancies are identified. JOB SUMMARY:
This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the 'Coronavirus Disease 2019' (COVID-19), which has caused a public health emergency. As such, all applicants who meet the OPM Logistics Management Series requirements and the minimum specialized experience qualifications stated in this announcement will be referred to hiring managers for further consideration.

'As a Logistics Management Specialist, you will: Perform logistics management functions associated with the procurement, storage, sustainment, inventory accounting, and transport of Strategic National Stockpile (SNS) assets that are designed to support state and local public health agencies in the event of biological/chemical incident, natural disaster, or other emergency situation. Work closely with senior Logistics Management Specialists to plan, manage, integrate, coordinate, and evaluate materiel management functions associated with SNS to include accountability, acquisition, inventory management, maintenance, replacement, transportation, and final disposition of assets. Develop and refine emergency response and logistical plans, protocols and standard operating procedures for execution of complex and evolving logistics function. Analyze work requirements and determines staff, equipment and other resources needed to accomplish logistical functions. Perform analysis and assessment of supply chain functions to enhance operational efficiencies and eliminate potential deficiencies. Analyzes manufacturer and commercial supply chain data to identify trends and obstacles to achieve procurement goals and operational requirements. Perform other duties as assigned.' ]

QUALIFICATIONS REQUIRED:

Applicants must have one year of specialized experience at or equivalent to the GS-09 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience performing a variety of duties that support the procurement, storage, sustainment, inventory accounting, maintenance and transport of stockpile assets to be used in emergency situations. OR Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position. OR Have a combination of experience and education that meets 100% of the qualification requirements for this position. Minimum Qualifications for GS-12: Applicants must have one year of specialized experience at or equivalent to the GS-11 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience performing logistics management functions to support the procurement, maintenance, transport, and/or disposition of stockpile assets used by public health agencies for emergency response activities. Minimum Qualifications for GS-13: Applicants must have one year of specialized experience at or equivalent to the GS-12 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in supply chain strategy development and medical logistics operations supporting medical countermeasure distribution for public health emergency preparedness and response activities.
