Job Description:

The ISSE is responsible for the identification of security controls and their appropriate implementation, preparing documentation to support the Authorization Decision and interfacing with the systems engineers, software developers, the system owner (customer), and the external assessors to ensure the system obtains and maintains an Authority to Operate (ATO)

The ISSE must possess documented professional experience interpreting and complying the NIST standards establishing the Risk Management Framework as well as the agency-specific standards that describe how the NIST RMF is implemented, such as NIST SP 800-37, NIST SP 800-53, CNSSI No. 1253, and ICD 503.  In addition, this ISSE will serve as the subject matter expert in the DoD Anti-Tamper program requirements.

  • Applies current systems security engineering methods, practices and technologies to the architecture, design, development, evaluation and integration of systems and networks to maintain system security.
  • Works closely with Government customers to ensure that the security protection needs, concerns and requirements are defined and implemented with appropriate fidelity and rigor, early and in a sustainable manner throughout the life cycle of system that will allow for the security authorization of the system of interest.
  • Works with systems developers or commercial product vendors in the design and evaluation of state-of-the-art secure systems, networks, and database products.
  • Develops the system security authorization Body of Evidence documentation, using the tools and standards mandated by the cognizant Authorizing Official.


    • Subject matter expert level of familiarity with the NIST Risk Management Framework and System Security Assessment and Authorization as defined by Intelligence Community Directive (ICD) 503, Intelligence Community Information Technology Systems Security Risk Management, Certification and Accreditation.
    • Bachelor’s Degree and 4 years of prior relevant experience or an equivalent combination of training, work experience and, preferably, applicable military experience.
    • Active TS/SCI Clearance
    • Active DoD Cybersecurity Workforce Baseline Certification for IAT Level 2 or higher (CompTIA Security+, CISSP).
