The Department of Global Health was established in 2007, bridging the schools of Medicine and Public Health, with a mandate to harness the expertise and interdisciplinary power of all UW schools and colleges. The Department of Global Health has an outstanding opportunity for a full time Human Resources Manager to perform a variety of Academic and Staff Human Resources and administrative support functions for the Department of Global Health including: managing and completing the work associated with faculty appointments, onboarding, reappointment and promotion within the Department, managing staff recruitments and appointments, workforce orientation and onboarding, managing timekeeping records and maintenance, managing Workday entries, and general administrative tasks related to the human resources functions of the Department.

This position will require a working knowledge and understanding of faculty and staff appointments, faculty and staff onboarding (at UW School of Medicine, UW Medicine and UW School of Public Health) and will apply knowledge of University policies and procedures to ensure department compliance.

Under direction of the Senior HR Manager the incumbent will:

RESPONSIBILITIES:
Position Management (45%)
• Manage the academic appointment, annual reappointment and the annual and regular promotion processes.  We have approximately 50 new annual appointments and 25 new regular appointments each year
• Advise on and manage staff appointment changes
• Manage the monthly faculty voting process that includes: faculty appointments, reappointments, promotions, graduate faculty status (GFS), endorsement to chair  (ETC)
• On behalf of the Chair, draft Chair’s Letters used for regular and annual faculty appointments and promotions
• Draft communication on behalf of the Chair related to annual and regular promotions, reappointments, merit, and unit adjustments
• Coordinate with staff, supervisors, Division Administrators, and faculty to assist with volunteer and workforce member tracking and management
• Manage input, audit, and reconciliation of discrepancies related to appointment records in multiple University systems to ensure compliance with all applicable rules and regulations
• Manage Academic Student Employee (ASE) appointments (~70 per quarter), serve as point of contact, and consult with for students, program managers, and faculty for any questions related to ASE appointments
• Liaise with deans offices, central human resources and academic human resources.

Faculty and Staff Recruitment and Onboarding (30%)
• In collaboration with the Senior HR Manager, manage the full scope of recruitments for permanent and temporary staff positions.  Advise faculty and staff on appointment types, job titles, compensation, job descriptions and intake of all information necessary for a position and requisition
• Make salary recommendations for new hires and propose compensation change for current employees
• Serve as a resource offering insight and guidance on various aspects of the faculty appointments
• Manage faculty recruitments across the department in coordination with the designated Search Manager. Ensures that all department search committees are in compliance with University and School guidelines
• Support the faculty and staff on-boarding process
• Responsible for ensuring compliance with University and Departmental HR policies, as well as applicable state and federal laws throughout the recruitment and selection process

Process Improvement and Projects (5%)
• Participate in process improvement work with the Senior HR Manager, Director, and Vice Chair
• Manage and coordinate various projects at the department level throughout the year as needed/assigned

Data Management and Requests (5%)
• Manage departmental databases (e.g. faculty, senior fellow) and is responsible for data integrity
• Manage and fulfill data requests for departmental leadership and academic programs related to staff, faculty and student numbers and salaries

Performance Reviews (5%)
• Manage annual staff performance evaluation process
• Provide recommendations to management on performance reviews when there are moderate or serious performance concerns while also advising supervisors on incorporating improvement plans in their performance review
• Manage annual reviews and coordinate annual merit process with Senior HR Manager, Director, Vice Chair, and Chair

Leave Management (5%)
• Advise employees on collection/routing of the necessary documentation for extended leave situations (parental, FMLA, disability) for faculty, staff and students
• Advise employees on appropriate leave options that are available to them and their limitations
• Make recommendations to management regarding requests for leave and accommodation
• Liaise with central human resources and the disability support office
• When necessary, interpret Workday system and UW work/leave policies and procedures for department personnel (including supervisors, division administrators and faculty)

Other duties as assigned (5%)
• Perform administrative duties, as needed, including but not limited to: responding to inquiries and phone calls, copying, faxing, filing, and other tasks as needed. Work with the Department Senior HR Manager in identifying departmental HR needs, recommending changes and implementing improvements. Participate in Central Administration projects, activities, and meetings. May assist in the coordination of Visa applications.  Serve as backup for Workday data entry tasks.

REQUIREMENTS:
Bachelors Degree or equivalent and three years of office experience including 2 years of experience in a human resources OR equivalent education/experience.
• 2 years HR experience
• Thorough knowledge of HR policies, procedures, principles and practices.  Personnel and salary administration, recruitment techniques and management
• Excellent written and verbal communication skills, and strong interpersonal skills; ability to maintain a professional demeanor at all times and communicate effectively at all levels within an organization
• Strong demonstrated initiative and follow-through.  Ability to maintain a positive and gracious work environment. 
• Exhibit a proactive, service-oriented manner and ability to deal effectively with a diverse population.
• Ability to handle confidential information with tact, discretion, and diplomacy, and to maintain strict confidentiality.
• Ability to thrive while working with a high volume of work and critical, time sensitive deadlines.
• Have outstanding time management, multitasking, and organizational skills
• Ability to research and synthesize information and communicate it effectively to lay audiences in verbal and written form.
• Ability to work independently and as part of a team, manage priorities, multi-task, problem solve and exercise good judgment in a dynamic and deadline-driven environment.
• Ability to work influence change, develop systems, and work collaboratively in the best interest of the Department, School, and/or affiliate institutions.
• Must build, manage, and enhance complex working relationships with internal and external entities and have strong interpersonal communication skills in order to document policies, provide advice and influence decision making with HR Administrator
• Proven accuracy and attention to detail in work products.
• Professional level competency with general MS Office applications, e.g, Word, Excel, Access, Outlook, and ability to learn new software applications as necessary to do the job
• Ability to analyze needs, assess potential avenues, and implement creative solutions to ensure a steady flow of high quality, high-achieving staff.
• Highly organized, demonstrate ability to multitask in a consistently fast-paced environment in an organized and efficient manner. Self-motivated, flexible, creative, ability to prioritize and be solutions orientated
• Knowledge of Washington State employment law.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

DESIRED EXPERIENCE
• Prior experience with faculty and staff appointments in an academic setting
• Knowledge and experience with Workday
• Experience working with both Union and Non-Union employees

Working conditions
• Deadline-driven environment, occasionally requiring extended hours
• Complete WorkDay role trainings
• Serve as department named support contact (NSC)
