Human Resources, a unit within Finance and Administration, supports the UW Tacoma campus in fostering a climate and culture where we are inspired to do our best work, and in promoting and modeling equity and inclusion.  As a member of the HR Team, the HR Partner works in a highly collaborative manner with hiring managers to understand the managers objectives and staffing needs.  This position coordinates the full life cycle of the recruitment and onboarding process for regular and temporary classified and professional staff and student employees, and works closely with hiring managers to create effective recruitment, selection and onboarding plans.  This position develops and executes customized sourcing and recruiting strategies for professional and classified staff positions.  Successful recruitment strategies include sourcing diverse candidate pools, evaluating candidates, creating a positive candidate experience and providing guidance and consultation to hiring managers throughout the hiring process.  This position also regulary transacts in Workday and UWHires to create positions and manage requisitions for staff positions and hire student employees.

In addition, this position provides campus-wide support and advice in all areas of Human Resources, serving as a collaborative member of the UW Tacoma HR team.  This position partners with our UWHR Employment Specialist, Human Resources Consultant, Compensation, Professional and Organizational Development (POD) and the Integrated Service Center (ISC) to deliver services.  This position is characterized by using discretion and independent judgment in supporting campus.  The HR Partner regularly consults with staff, supervisors/managers, and the HR Director on issues related to hiring, promotions, probations, performance management and other employment actions; and interprets and explains HR rules, regulations, UW policy, state and federal laws, ethics laws and labor contracts pertaining to student employees, classified and professional staff and manager.

Responsibilities include:
Manage Staff Recruiting, Hiring and Onboarding for Campus
  • Develop and review job descriptions to align with payroll classifications and salary ranges. Create positions/requisitions for new and replacement professional and classified positions in Workday.
  • Provide training/briefings to managers and search committees regarding hiring processes, implicit bias and strategies regarding diversity and inclusion, and best practices to ensure compliance with regulations and policies.  Assist hiring managers with developing recruitment plans.
  • Liaise with hiring managers and UWS Recruiting Office Partner to facilitate posting of position and referral of candidates.  Post positions on UWT HR website.
  • Work with departments on advertising needs, including writing ads and identifying appropriate advertising sources.
  • Proactively source active and passive candidates through creative and strategic methods including employee referrals, networking, events, and advanced search tools to ensure pools include highly qualified, diverse candidates.
  • Provide support and advice to departments/hiring managers during the hiring process, including screening applications for minimum qualifications, developing screening tools (pre-screening tools, interview questions, evaluation forms, etc.), and providing guidance to search committees. Serve on search committees as requested.
  • Review requests, secure and communicate approvals for salary offers, and confirm appointments.
  • Attend/participate in recruiting events as appropriate.  Respond to inquiries from candidates, provide feedback and advice and inform candidates of status.
  • Provide information, guidance and support for hiring managers in developing effective onboarding plans.
  • Conduct individual trainings and briefings for hiring managers as needed.
  • Conduct monthly UW Tacoma New Staff Orientation and New Student Employee Orientation on annual or quarterly basis.
  • Serve as campus back-up I-9 Coordinator.

    Manage Temporary and Student Employee Hiring
    Temporary Employees
  • Review requests and job descriptions for appropriate classification and pay rates.
  • Create positions and requisitions in Workday.
  • Facilitate recruitment via UWHires as needed.

    Student Employees
  • Review and approve student appointments, including Academic Student Employees, to ensure appointments are in compliance with applicable guidelines.
  • Coordinate Background Checks for student employees as requested by hiring manager.
  • Serve as campus back-up for entering student employees into Workday.
  • Coordinate Foreign National hiring process; ensure appropriate entries into Glacier taxation system.

    Employee Relations
  • Provide information, advice, and guidance to staff and supervisors in dealing with employee relations issues, such as performance management, communication issues, corrective action, complaints, etc.
  • Provide coaching to improve working relationships and communication between employee and supervisor and among co-workers; provide support to HR Director in cases of conflict resolution.
  • Advise supervisors regarding performance management and corrective action processes to ensure compliance with contracts/policies/etc.  Assist in resolution of grievances.
  • Provide support to HR Director in conducting local investigations into complaints made by staff in the areas of harassment, discrimination, hostile work environment, workplace violence, etc.; make recommendations to management based on findings and follow-up with supervisors and employees as appropriate.

    Policies, Procedures and Administration
  • Manage and maintain recruitment metrics and tracking systems.
  • Assist HR Director with developing and implementing campus-wide HR policies and procedures in the areas of employment, compensation, leave, etc.
  • Interpret policies/procedures and provide accurate information to staff and supervisors to ensure compliance and efficient operations.
  • Coordinate/conduct training and consultation as needed for new policies and procedures developed.  Appropriately communicate/make available new and revised policies and procedures.

    Coordinate Required Training and Benefits Events
  • Coordinate required training to include Ethics, Prevention of Sexual Harassment and SafeCampus; communicate to campus and update website.
  • Provide training to new supervisors as schedule permits.
  • Coordinate events for the campus in partnership with UW Total Benefits and the Whole U; reserve rooms and communicate events to campus.

    Additional duties
  • Participate in regular HR staff meetings; may attend other meetings as a representative of HR as assigned.
  • Manage and reconcile HR Procard.
  • Track background check charges and assign appropriate budgets.
  • Place job ads on behalf of units and re-charge to appropriate budgets.
  • Other duties as assigned.

  • Bachelor's degree in Human Resources, Business, Communications or a related field and at least five years of increasingly responsible HR work in both a generalist and specialist role, including two years of experience with direct accountability for staffing, including recruiting. 
  • Experience acting as a resource with at least general knowledge of all aspects of HR management including recruitment, compensation, FMLA and reasonable accommodation, employee relations, labor relations, and employment laws. 
  • Strong interpersonal skills and customer service orientation. 
  • Poised, professional manner with the ability to express oneself clearly and empathetically in interactions with others in all forms of communication, verbal and written. 
  • Ability to problem-solve, take initiative, set priorities, handle multiple projects, and exercise good judgement in an organized and professional manner. 
  • Demonstrated ability to work independently, with a high level of initiative, and as part of a team. 
  • Proven ability to maintain confidentiality and handle confidential and sensitive information in an appropriate manner. 
  • Must be flexible, resourceful and detail oriented. 
  • Knowledge of Microsoft Windows Office software programs, including ability to create and conduct presentations using PowerPoint. 
  • Treats others with respect, promotes cooperation, works effectively and positively with individuals of diverse backgrounds.

  • Masters degree preferred. 
  • Experience with UW systems including knowledge of UW Hires, Workday, MyFD, etc. 
  • Working knowledge of UW HR policies and union contracts. 
  • Experience in a union environment.
