This position works independently to ensure that the JSIS is adhering to all HR policies, laws, and procedures. The JSIS is in the midst of a leadership transition that will call upon the active participation of the HR Manager to ensure its success. As such, the HR Manager will assist JSIS leadership in the elaboration of administrative models to ensure that JSIS staff has the tools, training, and support needed to meet the goals of the mission and result in a productive and supportive work environment for staff, students, and faculty. 

As JSIS adopts an in-house conflict resolution process, the HR Manager will be the central point of contact for intake into that new process. The HR Manager will support this process and perform the administrative tasks surrounding it, and will work towards ensuring that the conflict resolution initiative ardently supports due process and the rights of the parties to be heard. This process will include JSIS Faculty, and the HR manager will be responsible for convening, recording and, where necessary, interacting with the Title IX Office, the UW OMBUD, and UCIRO, as well as central HR and Labor Relations.

The HR Manager will prepare and implement a JSIS-specific Human Resources staff evaluation process that focuses on knowledge and contributions to the overall success and compliance with the mission and objectives of the JSIS. The HR Manager, working with the JSIS Leadership, will ensure timely and appropriate evaluations are undertaken and follow-up from prior evaluations is completed. The HR Manager will act as a liaison with Central HR Compensation on all matters related to classification, reclassification, and annual compensation reviews and will closely monitor staff wages to ensure compliance with UW policy and internal equity generally. Where applicable, the HR Manager will be the designated attendee at all Joint Labor Management meetings and prepare issues and agendas for the holding of the meetings accordingly. Where applicable the HR Manager will be the JSIS delegate to Labor negotiations and will be expected to participate and provide insight and direction to matters related to the JSIS as they relate to Labor Relations issues at the JSIS.

HR Management
  • Consistent with the Position Complexities highlighted above, the HR Manager will provide leadership to foster effective overall staff communication and communication between management, staff, and JSIS faculty.
  • Remain current on all laws, regulations and policies, to include Union rules, leave, payroll, hiring, volunteer management, and performance management.
  • Communicate with and train staff on Human Resources policy/standards, particularly as it pertains to managing organizational risk.
  • Counsel JSIS leadership on organizational effectiveness to ensure that the JSIS is functioning at optimal levels and consistent with the goals and objectives of its reorganization plans.

  • Manage all aspects of the recruitment process, from job description development to final hire.
  • Provide orientation to new staff, and prepare onboarding materials.

    Employee Relations
  • Advise managers on counseling employees regarding performance issues and counsel employees directly when necessary.
  • Handle complaint investigations, grievance, discipline and dispute resolution handling and crisis intervention.
  • Works closely with UW HR and the Office of the Dean of Arts and Sciences as needed.

    Records Management
  • Prepare new employee personnel files; maintain all HR-related files/forms.
  • Assist managers/employees in writing and formatting job descriptions.
  • Assist with the preparation and management of UW payroll, and leave records.
  • Conduct exit interviews with separating employees.

  • Manage the Staff Recognition Program.
  • Creatively implement new strategies for appreciating staff.

    Safety Coordination
  • Serve as chair of the Safety Committee and responsible for scheduling monthly meetings.
  • Annually update safety instruction materials, schedule employee safety training, and work closely with UW units to ensure issues are appropriately addressed.

    This position acts in a leadership role across the JSIS. This position counsels all supervisors on how to manage performance and other issues that arise. This position also counsels JSIS leadership on strategic level capacity planning and organizational change schemes.

  • Minimum of a Bachelor's degree in Business, Human Resources, or related field.
  • 4-5 years of related professional experience

  • Sound judgment, confidentiality, and great communication skills are required. This position must be able to advocate for staff and enforce policy.

  • Success in navigating through the vagaries of complex organizations

  • Experience with University of Washington policies, personnel, leave, and payroll systems, such as WorkDay, UWHires, ETR/PTR, etc. Familiarity with Faculty personnel processes.
  • Experience working in a dynamic environment marked by profound organizational change.
  • Have experience in leading a conflict resolution process that will include faculty and report back findings and conclusions
  • Experience working in a union environment
