HR Data Privacy & Records Management Program Lead

Citis HR Chief Data Office (CDO) is in the midst of transforming its digital information strategy. This position offers an exciting opportunity to help drive one of the most mission-critical business practices at both scale and complexity across a continually evolving regulatory landscape.

Reporting to the HR Privacy Officer, you will support firmwide and business-specific records management policy compliance and control initiatives across HR, as well as assess and manage HR Privacy, Cross Border Data Transfer programs and End User Computing (EUC).

Your responsibilities:

Records Management:

+ Manage and support Citis HR Data and Records Management Program identify, interpret and apply Citis Record Management Policy and Standards requirements to the HR function, develop the approach and implementation, and ensure compliance, tools and reporting align with regulatory and firmwide policy and standards.

+ Act as the primary liaison between the Global Records Management Government and Compliance Office and the HR function (including reporting of issues, risks and mitigation activities).

+ Partner with HR to promote their adoption of continually refined Program standards, policies, processes, and technology across the function.

+ Work with relevant stakeholders to develop and implement process controls and testing to evaluate compliance and demonstrate governance.

+ Conduct reviews and collect metrics to demonstrate compliance with Records Management and Archiving requirements.

+ Develop and maintain a records inventory documenting meta data about all records created and owned within HR.

+ Ensure HR business reviews records eligible for destruction periodically, including liaising with Archiving in the review of eligible records at off-site storage and ensure compliance with the global destruction process.

Data Privacy, Cross Border Data Transfer:

+ Review and assess initiatives being considered for a Cross Border Data Clearance (CBDC) and determine follow-up actions required to perform CBDC and Privacy Impact Assessments. Considerations include employee consent requirements, third party exposures, delivery platform (ex. cloud) considerations, data storage and data access location review.

+ Review, assess and develop requirements as new regulatory requirements develop globally in the privacy space for our workforce members.

+ Assist in the workflow process as related to the Privacy Risk and Compliance Assessment (PRCA) for GDPR impacted initiatives.

+ Work with HR/HRSS project team leaders to develop, define and build the required materials needed to perform a CBDC review.

+ Initiative progress tracking through the Cross Border Review pipeline.

+ Assist in the creation and deployment of privacy training for the HR function.

End User Computing (EUC):

+ Perform review and approval of EUC Registration.

+ Monitor and ensure that New EUC Creation Surveys are completed in a timely manner.

+ Ensure awareness of the EUC Policy and Standards within the segments stakeholders.

+ Ensure EUC exceptions are created and approved.

Your experience:

+ 5-7 years of relevant experience in Risk, Compliance, Audit, or HR in financial services

+ 2-4 years of records management experience a strong plus

+ Thought leadership skills with the ability to translate ideas into relevant and value-added solutions

+ Ability to work independently and with careful attention to detail

+ Ability to communicate effectively, drive consensus and influence relationships at all levels

+ High degree of initiative and accountability

+ Exceptional verbal and written communication skills

+ Excellent analytical and problem-solving skills

+ Ability to juggle multiple priorities in a varied, fast-paced environment


+ Bachelors/University degree or equivalent experience, potentially Masters degree
