**Job Description**

We are looking for a Data and Analytics leader to oversee our Healthcare business Data Strategy and Engineering team, to drive innovation and end-to-end value proposition by focusing on strategies to unlock value with Provider, Plan Sponsor, and utilization management programs.

The Senior Director of Specialty Data Strategy and Engineering will be responsible for both defining the health care business (HCB) data strategy in support of key HCB and Enterprise priorities, and also executing against the strategy to implement it. This individual will have the accountability to implement enterprise data governance and stewardship in HCB segment focused around business stewardship, and Data Quality Management to make sure single source of truth is established and ensures adequate level data quality is implemented for key HCB data assets. This individual will lead a multi-level team of data strategy and engineering professionals in identifying business needs and opportunities and designing, developing, and delivering complex data and description analytics/reporting solutions for the CVH Health Healthcare business. The successful candidate will be a thought partner for the leaders in the Heathcare business organization and will develop data solutions that supports key healthcare business analytical initiatives across Finance, Plan Sponsor, Network and others areas. In collaboration with other analytic partners, the Sr. Director will be working with senior business leaders across Healthcare business functions to develop range of data and reporting solutions that supports simple insights to advanced analytical use cases.

The responsibilities of the role include

- Build the short and long term roadmap for Data strategy and governance in support of the Healthcare business unit, including clear objectives and action plans for data and descriptive analytic solutions

- Defining and implementing business stewardship function within HCB segment, implementing Enterprise Data Strategy business stewardship policies and procedures, leading change management efforts, and ensuring the compliance to policies and procedures across HCB.

- Managing data asset procurement/onboarding, and determine allowed data use across HCB segment by closely working with information governance.

- Establishing single source of truth and ensuring adequate level of data quality for key HCB data assets across HCB data ecosystem in support of critical business initiatives.

- Manage a large portfolio of Healthcare business data strategy and engineering projects across Providers, Plan sponsor, Networks, Finance and Others.

- Work with IT to plan and oversee development, implementation and deployment of the overall data engineering solutions, ensuring that deliverables align with current and future business strategies and are successfully integrated into existing business processes.

- Develop and drive the strategy and engineering roadmap in close partnership with A & BC Analytic organization, Medial Economics, Finance, Operations, HDMS/ Active Health, and other business teams develop appropriate common set of conformed data infrastructure and technology solutions to support the analytic agenda.

- Lead a team of 50+ colleagues with advanced training, comprised of Data Engineers, and Data Stewards.

- Develop and manage the resource forecast for the Healthcare business data strategy and engineering and appropriately deploy resources against the top initiatives including leveraging flex capacity model.

- Develop and manage partnership with Healthcare business leaders to come up with the Healthcare business data strategy/engineering agenda and roadmap that supports business needs.

- Work with sr. leaders in planning, developing, and executing short and long-range goals.

**Required Qualifications**

13+ years of progressive data and analytic experience in envisioning, developing, delivering, and integrating complex data management solutions including 5 years of experience in Data governance/stewardship, Metadata management, and Data quality solutions.

Executive level consulting experience in translating business problems across disciplines into data and analytic projects with measurable business value combined with ability and experience to work closely with the individual contributors to efficiently translate plans into reality.

Demonstrated experience leading internal or external funding efforts for projects based on business value and ROI.

Data Management experience within the healthcare business/insurance industry, with experience deploying capabilities across a wide range of business disciplines and creating data solutions to a variety of problems.

Experience in implementing data governance/quality structure including technology solutions, developing associated policies and procedures, and enforcing the compliance of procedures in large scale matrix organization.

Proven experience working across multiple business areas such as operations, finance, sales, product, and IT.

Solid understanding and hands on experience with a variety of Data management and data engineering processes, including data pipeline development, aggregate/semantic data layer development, methodology development, and KPI and metrics layer development.

Solid understanding and hands on experience working with large data sources, particularly administrative claims, provider, and clinical program/lab data, focusing on efficient data extraction from large databases, data manipulation, and setting up optimized summary data layers.

Strong background in data management and data wrangling technologies (e.g. R, SAS, Informatica, Trifacta) and experience with Hadoop technology and open source languages (Python, Spark)

Proven team leadership and management experience, with ability to recruit, engage and develop staff with advanced degrees and diverse backgrounds and in different geographic locations, ability to allocate resources based on priority and skill level, strengths, and area of expertise; ability to train and mentor junior colleagues and identify and guide team leaders.

Proven ability to establish and maintain collaborative relationships with business partners, including executive leadership, in order to elicit business needs and formulate, propose and refine data and reporting solutions in order to meet the business needs and to drive efficiency and effectiveness improvements and business value.

Excellent written and oral communication and data presentation skills, with ability to tailor the communication style to the right audience, from the data/analytic professional to the senior business leaders.

Excellent project management skills with ability to lead and engage in multiple projects and initiatives and appropriately prioritize her/his own time as well as that of the direct reports.

**Preferred Qualifications**

1. Management consulting experience a plus

2. Deep understanding of the healthcare business/Insurance landscape and CVS Health/Aetna business model.


Bachelors degree in a related discipline, such as Information Engineering, Computer Science etc. Masters degree is preferred.
