The position will be responsible for leading just under 3000 Technology Direct staff across 14 countries in the Asia Region along with Japan, and across all respective legal entities with direct responsibility for Technology Delivery. The role will also have Direct/ Indirect responsibility for close to $150MM Annual Budget spend excluding the spend required for Special Programs like Damselfly and India Payments Data Localization.

The holder of this job will be a member of the Asia O&T Operating Committee; Asia Technology CIO Council and Asia TTS Business Executive Committee; and Global Technology Senior Management Team.

The position will include oversight of all of Citis Technology Teams across the Countries, CSCs & any 3rd Party Vendor support in the Region.

**Key Responsibilities:**

+ Management of the overall TTS Regional Technology budget and planning process across functions and countries Ensures all budget targets are met.

+ Management of TTS book of work across regional office. Ensures IT projects are defined, tracked and delivered on time and on budget to meet business commitments.

+ Execution of the strategic roadmap to implement global platforms as we look to move towards the Target Architecture in the region.

+ Ensure communications with key Global, Regional & Country stakeholders across Business, Operations and Partner technology Teams.

+ Ensure key controls are monitored and maintained; local legal and regulatory mandates are met, and communicate with regulators as and when required.

+ Ensure a high quality of service is maintained.

+ Identify, assess and develop talent, evaluate individual performance and make decisions on employee actions.

+ Partner with the Global/ Regional Business Leads and their Regional Teams to determine the strategy and plan Technology programs to meet strategic Objectives

+ Manage Internal/External stakeholder communities such as, External Technology vendors, CTI, CATE to deliver services needed to support the business

+ Partner and work with External clients of the Firm to aid in sales or implementation of solutions, as & when required.


+ Responsible for performance and development of the TTS Tech Region/ CSC/ Country Heads, including focus on resource and people development to build successful pipelines for key Tech roles.

+ Accountable for working with TTS Tech Region/ CSC/ Country Heads to ensure successful Regulatory and Audit reviews in the markets within the Region, ensuring full Tech Compliance with local policies and regulations.

+ Ensuring that the TTS Tech Region/ CSC/ Country Heads maintain close and successful interaction with local Regulators, Central Banks, Governments and Auditors

+ Develop and manage overall Technology in the Region in line with business objectives and strategies. Partner with senior business leaders and CCOs to deliver against key objectives and business strategies.

+ Ensure that the TTS Tech Region/ CSC/ Country Heads maintain robust and complete oversight and ongoing monitoring of all core processes that are outsourced or offshored and actively partner with the relevant CSCs.

+ Responsible for resolving escalations from TTS Tech Region/ CSC/ Country Heads and Markets in the cluster to ensure resources are maximized to deliver a high quality service.

This role requires a broad and comprehensive knowledge of the field inside/out with an extensive experience in information technology and software development. The person in this role should be experienced with leading a large organization with teams of high-caliber architects & developers, and have an extensive knowledge of product development processes.

+ Candidate should be experienced in program budgeting, expense tracking and vendor management.

+ Strong leadership, interpersonal, negotiation and people management skills are required.

+ Full Software Development Life Cycle management required.

+ Candidate is expected to work effectively in cross-organization situations and be enthusiastic about building quality software products with world-class people, processes and tools.

**Critical Large Scale Programs Needing High Quality Leadership**

Asia Region has 2 very Large scale Programs that will have Multi-Year runway, and a lot of sensitivity/ criticality associated with them. And not to mention very High $ Budgets. This Role will be Pivotal to the success of these Programs :

**Project Damselfly :**

This is about Divestiture of Citis Consumer (GCB) Business from 9 Markets in Asia and a Wind down of a 10th Market.

**India Payment Data Localization :**

This is a Regulatory Mandate whereby we will be required to Onshore a fairly complex suite of Applications and underlying data into India. It is a Franchise-wide Program, but TTS will be playing a significant role, given size and complexity of the Business in India.

**Additional attributes should include:**

+ Highly effective written and oral communication skills; excellent organizational and project management skills.

+ Excellent technical knowledge with experience in design and development of large applications.

+ Experience in managing SOA application development. with proficiency with developing mission critical global applications using distributed technologies that include Microsoft .Net, Sharepoint, Java, J2EE, Oracle database, and Web sphere.

+ Ability to promote teamwork within/across groups.

**Job Background / Context:**

Asia Technology is a high visibility & responsibility function, incorporating all of the Technology build & support areas across Asia Region CSCs + Branches + Vendors. The population of the Asia Tech organization is expected to be just under 3000+ Direct FTE within 2022, and almost equal number supporting Asia TTS Technology from 3rd Party Vendor Organization, with an overall budget driven by a direct expense base expected to again touch approx. 150MM+ in 2022.

These numbers do not include the High level Financials linked with Damselfly & India Payments Data Localization.

The function provides the leadership to ensure that -

+ The business cluster and its leadership receives the Tech support that it requires to deliver its goals and strategies.

+ Citis Tech organization in the Cluster delivers effective service at a competitive cost and in a manner that is consistent with supervisory requirements and Citis policies.

+ TTS Technologys Global strategies are built with the Asia Inputs being considered at all times, on the other hand are executed flawlessly in the Region & Country.

This role covers the Asia Cluster along with Japan.

+ Act as the face of TTS Tech in front of the Regional Seniors & represent Asia and Japan in Global TTS Tech forums. Be the primary contact for Global & Regional Regulators on all TTS Tech related matters.

+ Manage ongoing requirements in terms of questionnaires, inquiries, regulatory reporting, consultation on new regulatory papers, inspections etc

+ Partner to provide direction from TTS Tech perspective, to ensure adequate operational support across the franchise, in line with business strategy & objectives and with EMEA O&T goals.

+ Responsible for ensuring the TTS Country Tech Heads manage effective relationships with local market partners / institutions (eg. Regulators, Governments, Cash Clearing house, Central Bank, Securities Clearing and settlement etc.) and, that they participate in professional forums as and when required (local Banks Associations), in O&T related strategic discussions and program /project implementations locally.

+ Accountable for TTS Regional/ CSC/ Country Tech Heads delivering local Regulatory reporting and the Regulatory control matrix (RCM) including; identifying and implementing all changes to laws/new regulatory requirements related to each business area and that the branches are run within legal and regulatory guidelines, including internal policies and procedures.

+ Support the TTS Regional/ CSC/ Country Tech Heads in the delivery of high quality customer service, high quality Builds & deployment & Robust Production Resilience through O&T processes and platforms that are reflected in high customer satisfaction

+ Accountable for the TTS Regional/ CSC/ Country Tech Heads delivery of O&T initiatives /projects and active contribution to business driven projects.

+ Manage and oversee TTS Regional/ CSC/ Country Tech Heads in ensuring that both local and outsourced processes are well controlled, ensuring safety and soundness of the country operations in partnership with regional teams, Asia Tech CSCs and service providers. Ensure TTS Regional/ CSC/ Country Tech Heads coordinate outsourced / offshored services from a control, quality and cost perspective in line with Outsourcing Governance Policy.

+ Responsible for ensuring that TTS Regional/ CSC/ Country Tech Heads maintain a strong control and compliance environment, focus to reduce operational risk; manage the O&T MCA; deliver satisfactory audit ratings and contribute to successful audits for franchise and partner businesses; identify and address O&T issues timely and completely through CAPs.

+ Provide support to TTS Regional/ CSC/ Country Tech Heads to ensure active participation in Country governance committees such as (but not limited to) BRCC, ExCo, CCC and proactively escalate any potential franchise issues.

+ Ensure TTS Regional/ CSC/ Country Tech Heads are managing Production Support and Infrastructure Support oversight to a high standard.

+ Train and develop the TTS Regional/ CSC/ Country Tech Heads to build a highly engaged team, a culture of ethics and ethical conduct; focus on talent development and retention, engagement, diversity, capacity planning in line with business needs; create a working environment of meritocracy and team spirit that can be measured through VOE results. Ensure effective management and coordinate TTS Tech Teams to meet business needs and capacity requirements.

+ Lead and guide the efforts of TTS Regional/ CSC/ Country Tech Heads in exploring and developing key best practice themes within TTS Tech such as simplification, Lowering Tech MTPs, outsourcing, leveraging organizational resources within and outside TTS Tech to drive and implement those themes.

+ Accountable for ensuring the TTS Regional/ CSC/ Country Tech Heads minimize operating losses through proactive issue identification and mitigation.

+ Ensure the TTS Regional/ CSC/ Country Tech Heads actively review financials and support country financial and resource goals to deliver on O&T expenses and FTE within budget.

+ Responsible for the Operational Resilience strategy in the cluster. In coordination with the TTS Regional/ CSC/ Country Tech Heads, define an effective Crisis Management strategy and ensure that the COB plan is maintained and tested on a timely basis.

+ Accountable for addressing and resolving escalations from markets in the cluster.

+ Responsible for talent and succession planning for their one and their two downs.

+ Responsible for cascading of communications from regional and cluster heads to O&T Country Heads, making sure there is awareness and countries are well informed. Supports escalating needs of the countries to regional partners.


+ In-depth knowledge of most current Technology policies and procedures

+ Experience in Senior Technology Leadership roles or in a similar scale role.

+ Superior skills to continually measure, enhance and optimize Technology related functions

+ Ability to fully comprehend and impact the full picture along with other key players in other functional areas and clusters

+ Very good knowledge core Citi Systems

+ Excellent knowledge of internal Compliance requirements and MCA process

+ Experience in Financial management

+ Knowledge of Production Resilience & Continuity of Business process

+ Experience with Regulatory Engagement and interfacing with Senior Internal/ External Stakeholders

+ Experience in financial planning processes, including budgeting and forecasting

**Qualifications/ Skills:**

+ BS/BA degree or equivalent preferred

+ 15+ years of experience in a Tier 1 financial institution

+ Excellent people management and leadership skills to manage diverse and remote teams

+ Strong negotiation, influencing and stakeholder management skills

+ Excellent interpersonal and communication skills

+ Analytical thinking and problem solving

+ Coaching and mentoring

+ Strong Risk and Control awareness and knowledge of control practices

+ Strong understanding of APAC business and products a plus.

+ Breadth & Depth in understanding the latest concepts in Technology across multiple facets of Technology Architecture, Build, Deployment, Infrastructure, Production Support, project Management, and Technology Risks and Controls.
