Head of TTS In-Business Risk Control (SVP) - JPN Treasury & Trade Solutions

In-Business Risk Controls (IBRC) organization drives global consistency across TTS for identifying and addressing risk and control issues. TTS IBRC fosters a culture of control and customer centricity and accountability by leading efforts to identify, anticipate and mitigate regulatory, reputational, conduct and operational risks. Roles in the business risk and controls space are critical to managing a safe and sound global business. The primary function of IBRC is to anticipate, identify and mitigate non-credit risks, including operational,compliance, reputational, conduct, and performance risks, that could impact business objectives, and to minimize control breaks, poor audit and/or exam results and operational risk events and losses. IBRC works with Products, Sales, and Functional Partners to determine appropriate mitigants to key risks, including advising them on how to design appropriate controls through a globally consistent Managers Control Assessment (MCA), and in overseeing the implementation of various elements of the businesss overarching Risk Appetite Framework. IBRC also leads to instill a robust risk and controls culture across the business through a strong issues and audit and/or exam management discipline.

TTS Japan IBRC Head is a leadership role of TTS Japan and is an integral part of TTS COO Office. It is a business, product, and risk subject matter expert who proactively supports TTS Japan in managing both inherent and residual risks and executing related control responsibilities as a first line of defense function. This is a strategic, managerial role with broad responsibility to work with multiple stakeholders including TTS Products, Sales, O&T, and Functional Partners (i.e. Compliance, Risk, Legal, etc.). It requires managing TTS Japan with in-depth understanding of how in-business risk control function contributes to achieving the overall objectives of TTS business. A solid understanding of the industry as well as direct competitors' products and services, is required to contribute to the business strategic direction through his/her expertise in the control-related areas.

Responsibilities include but not limited to covering all the elements of the risk governance framework: risk identification, assessment, measurement, control, monitoring, and reporting. This role involves overall activities for MCA program. Additional activities include managing audits and exams across all lines of defense, issue management, resolution and recovery planning, etc. Excellent communication skill is required for negotiating internally, often at a senior and business head level, while leading reporting on risk-related items to governance forums such BRCC, GBRC, etc. Some external communication/negotiation is also necessary.


+ Lead in-business risk and controls for the entire TTS Japan business and platform

+ Appropriately assess, measure, and manage risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to policies, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency

+ Work closely with Products, Sales, O&T and Functional Partners such as ICRM, AML, Sanctions, ORM, Risk, Legal, Audit, etc. both globally and locally to ensure compliance to policies, procedures, and standards for management of risks including day-to-day management for governance and oversight requirements

+ Ensure consistent implementation of the MCA, alignment to common Key Operational Risks and Key Risk Indicators

+ Accountable for audit and exam management, issue management, change control, and regulatory/policy adherence, while coordinating and tracking each issue, CAP status and progress across business/products

+ Lead and drive gap analysis reviews against regulatory requirements; identify and close gaps in a timely manner in partnership with relevant stakeholders

+ Lead continual process enhancements and control improvements for operational risk activities, promoting consistency and standardization by monitoring key indicators, metrics, dashboard, etc. (e.g. preventive measures, corrective action plans, deep dive reviews, etc.)

+ Hold the team and issue owners accountable to ensure self-identified issues meet the established IBAM (Issues Being Addressed by Management) criteria

+ Provide leadership in an evolving and increasingly complex regulatory environment across all segments under multiple scenarios

+ Create/manage a change control function that ensures that automation and operations changes are tested end-to-end prior to implementation and that all changes are documented and approved

+ Apply knowledge of business products, processes, and technology to identify opportunities for further strengthening of the control environment across TTS Japan

+ Execute governance model and drive cultural change, embedding practices which mitigate risk of regulatory requirement failures

+ Take a forward-looking approach by maintaining industry knowledge and provide input and guidance/influence where appropriate, internally and on relevant external committees/groups

+ Lead, coordinate, and support the business in the implementation of both global and local regulatory, risk and control related projects

**Skills / Qualifications**

+ Minimum 10+ years of experience in financial services, risk & control management, compliance, operations, audit function, or legal disciplines

+ Up-to-date understanding of key risk and control concepts, tools and trends relating to risk identification, rating and prioritization, mitigation, reporting, operational loss treatment, AML/ATF as well as continuity of business, etc.

+ Good understanding of TTS business and products, and program management methodologies, frameworks, processes, tools, and industry best practices in risk & control arena; strong control, compliance, analytical and problem-solving skills

+ Goal-oriented with a proven ability to work independently (self-starter) and under pressure; proven track record of leading and executing against large and complex projects and programs associated with risks, controls, compliance, governance, and regulatory requirements associated with transaction banking

+ Ability to work across and build strong partnerships with both internal and external stakeholders with a sense of urgency in implementing multiple programs and evaluating priorities of various tasks; decisive, action-oriented, and practical

+ Willingness to challenge and question the status quo, making recommendations for options and best solutions

+ Excellent planning and task management skills; ability to grasp big picture as well as strong focus on day-to-day execution with high attention to critical details

+ Strong interpersonal skills for interfacing with all levels within the organization including senior management, and with effective influencing skills, a proactive and no surprises approach in communicating issues/request

+ Excellent communication skills both written and verbal for both English and Japanese; ability to digest vast amounts of information and be able to succinctly present messages

+ Proficient in the use of basic Microsoft Office applications (Excel, Word, PowerPoint)


+ Bachelors/University degree or equivalent experience, potentially Masters degree
